PSC OPENS WORKING CASE TO CONSIDER PROPOSALS TO CREATE A REVENUE DECOUPLING MECHANISM FOR UTILITIES

 

 

 

JEFFERSON CITY—The Missouri Public Service Commission has opened a working case to consider proposals to create a revenue decoupling mechanism for Missouri utilities.

On February 27, 2015, Missouri-American Water Company (Missouri-American) asked the Commission to promulgate a rule to allow water and sewer utilities to petition the Commission to establish a revenue decoupling mechanism.  The Commission denied Missouri-American’s rulemaking petition on April 22, 2015, but indicated it would open a working case to further consider the concept of a revenue decoupling mechanism.

In opening the working case, the Commission has directed the PSC Staff to investigate the structure and operation of possible decoupling mechanisms for use in Missouri.  Upon completion of its investigation, the PSC Staff shall offer its recommendation about implementation or further investigation of possible decoupling mechanisms.  That report is due no later than November 2, 2015.
