Release: Gov. Nixon makes board and commission appointments

JEFFERSON CITY, Mo. – Gov. Jay Nixon today announced his appointments to five boards and commissions. The appointees will be subject to confirmation by the Missouri Senate. The appointees, along with their boards and hometowns, are:

Missouri Brain Injury Advisory Council

The Governor has appointed Betty J. Sisco, of Pacific, to the Missouri Brain Injury Advisory Council.  The Missouri Brain Injury Advisory Council studies and makes recommendations to policymakers to improve, expand, coordinate and develop a service delivery system, including prevention, for survivors of head injuries and their families.

Sisco is a physician assistant and clinical manager with St. Louis Pain Relief. In addition to her membership in the American and Missouri Academy of Physician Assistants, Sisco is certified as a level 4 USA Hockey coach and is a member of the Specialized Concussion Organization for Recognition and Education. The Governor has appointed her for a term ending May 12, 2017.

Missouri Workforce Development Board

The Governor has appointed Terral S. Akins, of Grain Valley, Theodore E. (Tec) Chapman, of Columbia, Michael R. Fox, of Edina, and Susan Michelle (Shelley) Kneuvean, of Lee’s Summit, to the Missouri Workforce Development Board. The Missouri Workforce Development Board serves as an advisory council to the Governor and the Division of Workforce Development on employment and training needs of Missouri businesses. 

In 2008, Akins was elected to his position as business manager of the International Brotherhood of Electrical Workers Union Local No. 124. He also serves as the vice-president of the Greater Kansas City Building and Construction Trades Council and is on the board of directors for the Kansas City Area Development Council and the Hawthorne Foundation. The Governor has appointed him for a term ending March 3, 2018.

Chapman is currently the executive director of Services for Independent Living. He previously served as the chief program officer and federal relations director for the Missouri School Boards’ Association, as well as the deputy director for the Missouri Division of Developmental Disabilities. He is a recipient of the Anne Rudigier Award from the Association of University Centers for Excellence in Developmental Disabilities. The Governor has appointed him for a term ending March 3, 2018.

Fox has served as the Knox County Eastern District Commissioner since his appointment in early 2015.  He retired after nearly three decades with the Missouri Department of Transportation offices in Kirksville and Jefferson City. Fox served in the U.S. Navy Reserve from 1966 to 1971 and as a volunteer firefighter for the Edina and the Knox County Rural Fire Departments. The Governor has appointed him for a term ending March 3, 2017.

Kneuvean is the vice chancellor for financial and administrative services at Metropolitan Community College and the vice chancellor of MCC’s Institute for Workforce Innovation. Prior to MCC, she served as the chief operating officer for the Jackson County Executive’s Office and assistant city administrator for the City of Lee’s Summit. The Governor has appointed her for a term ending March 3, 2019.

State Committee of Marital and Family Therapists

The Governor has appointed Theresa R. Hubbard (I), of Liberty, to the State Committee of Marital and Family Therapists. The State Committee of Marital and Family Therapists licenses and regulates providers of mental health services by licensees and individuals under supervision for licensure. The state committee enforces licensure standards through the implementation of legislative and administrative regulations and provides guidance to supervisors and applicants for licensure to ensure compliance with Missouri law and regulations.

A licensed therapist in Missouri and Kansas, Hubbard runs a private practice where she specializes in individual, couple and family therapy. She is the treasurer of the Missouri Association for Marriage and Family Therapy and is the president of the Greater Kansas City Chapter of the Missouri division of the Association for Marriage and Family Therapy. The Governor has appointed her for a term ending January 26, 2020.

Workers’ Compensation Determinations Review Board

The Governor has appointed Joe Reichmuth (I), of Fenton, to the Workers’ Compensation Determinations Review Board. The Workers’ Compensation Determinations Review Board reviews determinations by an insurer or advisory organization regarding worker compensation insurance matters.

Reichmuth is the corporate safety director and E.E.O officer for Lionmark Construction Companies in St. Louis. Reichmuth previously served as a safety inspector for Guarantee Electrical Company, and is a past chairman of the Associated General Contractors of Missouri Safety Committee. The Governor has appointed him for a term ending March 3, 2017.
