Gov. Nixon makes appointments to 11 boards and commissions

JEFFERSON CITY, Mo. – Gov. Jay Nixon today announced his appointments to 11 boards and commissions; the appointees will be subject to confirmation by the Missouri Senate. The appointees, along with their boards and hometowns, are:

Children’s Trust Fund Board (Michelle Crockett – Lamar)

Lincoln University Board of Curators (Frank James Logan Sr. – St. Louis)

Missouri Board for Architects, Professional Engineers, Professional Land Surveyors and Landscape Architects (Sherry Cooper – Chesterfield; Noel Thomas Fehr Sr. – University City)

Missouri Board of Examiners for Hearing Instrument Specialists (Dr. Kevin W. Lollar – Hannibal)

Children’s Trust Fund Board

The Governor has appointed Michelle Crockett, of Lamar, to the Children’s Trust Fund Board. The Children’s Trust Fund works to prevent or alleviate child abuse and neglect by planning and policy development; ensuring appropriate funding of results-oriented programs, training programs for prevention professionals, and research; promoting public awareness and education; and assisting in the integration of statewide prevention efforts.

Currently the human resources manager for Leggett & Platt, Crockett previously was executive director of Barceda Families, a non-profit agency providing child abuse prevention, intervention and treatment services. Crockett also taught in the Lamar R-I School District for 10 years. The Governor has appointed her for a term ending Sept. 15, 2015.

Lincoln University Board of Curators

The Governor has appointed Frank James Logan Sr. (D), of St. Louis, to the Lincoln University Board of Curators. The Board of Curators assures good management of the university; establishes policy; sets fees; grants degrees; selects and supports a president; and monitors presidential, institutional and board performance.

Currently an educational consultant, Logan is the retired executive director for career and technical education for St. Louis Public Schools and held various positions with the district from 1974 to 2010. He has done doctorate studies in industrial education with the University of Missouri and holds bachelor’s and master’s degrees from Jackson State University. The Governor has appointed him for a term ending Jan. 1, 2017.

Missouri Board for Architects, Professional Engineers, Professional Land Surveyors and Landscape Architects

The Governor has appointed Sherry Cooper, of Chesterfield; and Noel Thomas Fehr Sr., of University City, to the Missouri Board for Architects, Professional Engineers, Professional Land Surveyors and Landscape Architects. The board protects the public from incompetence, misconduct, gross negligence, fraud, misrepresentation or dishonesty; licenses only qualified professionals by examination and evaluation of competency; enforces standards by implementing legislation and administrative rules; and encourages economic development and partnerships with existing small businesses.

Cooper recently retired from the St. Louis-based American Optometric Association, where she served for more than 22 years as Associate Director of State Government Relations. Cooper is a graduate of Saint Louis University. The Governor has appointed her as the public member for the board for a term ending Aug. 18, 2014.

A registered landscape architect, Fehr is the founding principal and landscape architect at Planning Design Studio in St. Louis and has more than 30 years’ experience in the field. He is a past president of the St. Louis regional chapter of the American Society of Landscape Architects and previously served on the St. Louis Gateway Greening Board of Directors. The Governor has appointed him for a term ending April 16, 2018.

Missouri Board of Examiners for Hearing Instrument Specialists

The Governor has appointed Dr. Kevin W. Lollar, of Hannibal, to the Missouri Board of Examiners for Hearing Instrument Specialists. The board reviews applicants for licensure and makes recommendations to the division on matters of discipline of licenses; reviews and approves other states with equivalent or stricter requirements for reciprocal licenses; approves the examination required for licensure and may administer the practical portion of the examination; and reviews and approves courses for continuing education credits required for license renewal.

A board-certified otolaryngologist, Dr. Lollar is vice chair of the Department of Surgery at Hannibal Regional Hospital, as well as a member of the Pharmacy and Therapeutics Committee and the Joint Conference Committee. He also is on the active staff of Blessing Hospital in Quincy, Ill., and previously was on staff at Lincoln County Medical Center in Troy. The Governor has appointed him for a term ending Jan. 11, 2015.

Missouri Community Service Commission

The Governor has re-appointed John Albright (R), of Sunrise Beach; Cynthia L. Heislen (D), of Jefferson City; and Cheryl Hibbeler (D), of O’Fallon; and appointed Reena Hajat Carroll (D), of St. Louis, to the Missouri Community Service Commission. The mission of the Missouri Community Service Commission is to build stronger communities by fostering an ethic of service in all Missourians through empowering communities and citizens from all walks of life to address educational, public safety, human and environmental needs through volunteer service programs.

In addition to currently serving on the Missouri Community Service Commission, Albright also is a board member of America’s Service Commissions. He is a retired executive from Pfizer Inc., and is a veteran of the U.S. Navy and U.S. Naval Reserve. The Governor has re-appointed him for a term ending Dec. 15, 2016.

Heislen is director of extended learning for the Department of Elementary and Secondary Education’s Office of Quality Schools/Office of Early and Extended Learning, and has served in other positions with the department since 1990. The Governor has re-appointed Heislen for a term ending Dec. 12, 2015.

Hibbeler currently works for Youth in Need, a non-profit child and family services agency, headquartered in St. Charles, and has served as a volunteer and organizer for many non-profits and social service organizations in St. Charles County. The Governor has re-appointed her for a term ending Dec. 15, 2016.

Hajat Carroll also serves as executive director for the Diversity Awareness Partnership and is an adjunct faculty member of Washington University in St. Louis, where she earned her master’s degree in social work. She previously served as the interim executive director and outreach and development director for Interfaith Partnership/Faith Beyond Walls. The Governor has appointed her for a term ending Dec. 15, 2015.

Missouri Public Entity Risk Management Fund Board of Trustees

The Governor has appointed Steven D. Bodenhamer (R), of Springfield; Rita Milam (D), of Benton; and Thomas Rodenberg (D), of Blue Springs, to the Missouri Public Entity Risk Management Fund Board of Trustees. The six-member board provides the general administration of and responsibility for the proper operation of the Missouri Public Entity Risk Management Fund. The fund works to provide a shared risk pool to Missouri public entities offering coverage that is a stable economic alternative to traditional insurance policies.

A registered professional engineer, Bodenhamer is the city administrator for the City of Strafford. He has 36 years of experience in mining and manufacturing industries with responsibilities including plant management, operations, engineering, maintenance, construction, environment, and safety and plant management. The Governor has appointed Bodenhamer for a term ending July 15, 2015.

Milam has served as the County Clerk for Scott County for 20 years, and has held county government positions for 30 years. She was elected to serve as president of the County Clerks and Election Authorities Association; and has served as a board member of Kelly High School and Scott County Transit. The Governor has appointed her for a term ending July 15, 2016.

Rodenberg has served as the general counsel for the Blue Springs R-IV School District since 2003, and advises the Board of Education, Superintendent, and administrators on legal issues. He previously was in private practice. Rodenberg obtained his law degree from the University of Missouri School of Law. The Governor has appointed him for a term ending July 15, 2017.

Missouri State Foster Care and Adoption Board

The Governor has appointed Kimberlee J. Pate, of Fredericktown, to the Missouri State Foster Care and Adoption Board. The board establishes procedures to review the children’s division policy and provides written opinions and recommendations for changes to the division; provides draft policy suggestions for improvements in foster care or adoption practices; and provides content of in-service training to be provided by the Children’s Division to foster and adoptive parents.

A Missouri foster care license holder since 2008, Pate is the Director of Kid’s Corner Preschool in Fredericktown. She also has served on the Madison County Sheltered Workshop Board and on the Foster Parent Advisory Board for the 24th Judicial Circuit. The Governor has appointed her for a term ending May 31, 2018.

Missouri State University Board of Governors

The Governor has appointed Caleb Austin Doyle, of Barnhart, as the student representative of the Missouri State University Board of Governors. The Missouri State University Board of Governors possesses full power and authority to adopt all needful rules and regulations for the guidance and supervision of the University.

Doyle is a current student at Missouri State University and is the Campus Events Chair of the Student Activities Council. The Governor has appointed him for a term ending Dec. 31, 2015.

Missouri Veterinary Medical Board

The Governor has appointed Christopher Rohlfing (I), of Fayette, to the Missouri Veterinary Medical Board. The board protects the public from incompetence, misconduct, gross negligence, fraud, misrepresentation, or dishonesty; licenses qualified professionals by examination and evaluation of minimum competency; enforces standards by implementing legislation and administrative rules; encourages economic development and partnerships with existing small businesses.

A farmer, Rohlfing also serves as the member services manager of Boone Electric Cooperative and is an independent crop insurance agent through Farmers Mutual Hail. He obtained his bachelor’s degrees from the University of Missouri and his master’s in business administration from William Woods University. The Governor has appointed him as the public member of the board for a term ending April 29, 2017.

Northwest Missouri State University Board of Regents

The Governor has appointed Ve’Shawn Dixon, of Maryville, as the student representative to the Northwest Missouri State University Board of Regents. The board develops policy and has responsibility for sound resource management of the university, and determines general, educational and financial policies.

Dixon is a student at Northwest Missouri State University. He is a Vincent Legacy Scholar 2008 Recipient, a Kauffman Scholar Class 3 Inductee, and was on the Sumner Academy Honor Roll in the Fall of 2011 and the Spring of 2012. The Governor has appointed him for a term ending Dec. 31, 2015.

Platte County Election Board

The Governor has appointed Betty A. Knight (R), of Platte City, to the Platte County Election Board.  The board oversees and directs elections in a non-partisan manner, providing direction for voting entities and procedures to assure that a fair and honest election is held for the residents of Platte County.

Knight is the former Platte County Presiding Commissioner and county deputy treasurer, and the retired owner of James Pecan Farm of Brunswick. The Governor has appointed her for a term ending Jan. 11, 2015.
