Gov. Nixon makes appointments to boards and commissions

JEFFERSON CITY, Mo. – Gov. Jay Nixon today announced his appointments to four boards and commissions. With the exception of the judicial commission appointments, the appointments will be subject to confirmation by the Missouri Senate. The appointees are:

Elevator Safety Board (James H. Chapman III – Grain Valley)

Missouri Charter Public School Commission (Dr. John A. Wright Sr. – St. Louis)

State Board of Podiatric Medicine (Dr. Jeffrey P. Appleman – Jackson)

22nd Circuit Judicial Commission (Rita Burlison – St. Louis; Tiffany Franklin – St. Louis)

Elevator Safety Board

The Governor has appointed James H. Chapman III, (D), of Grain Valley, to serve on the Elevator Safety Board. The board promotes safety in construction, installation, maintenance, repair and inspection of elevators, dumbwaiters, escalators, material lifts and inclined hoistway enclosures; develops and interprets elevator statutes and rules; promulgates rules, and certifies elevator inspectors.

Chapman is the regional director of the International Union of Elevator Constructors and oversees operations of IUEC local unions in Missouri and five other states. He has worked as a certified elevator mechanic for Otis Elevator and ARW Elevator. The Governor has appointed Chapman for a term ending June 6, 2015.

Missouri Charter Public Schools Commission

The Governor has appointed Dr. John A. Wright Sr. (D), of St. Louis, to the Missouri Charter Public Schools Commission. The commission was created by statute with the authority to sponsor high quality charter schools throughout the state of Missouri.

Dr. Wright served as an administrator in St. Louis area schools from 1962 to 2008, including serving as interim superintendent for St. Louis Public Schools and for the Normandy School District, and as assistant superintendent for the Ferguson-Florissant School District. He currently is an adjunct faculty member of Fontbonne University, and serves as honorary consul to the United States for the Republic of Senegal. Dr. Wright earned his bachelor’s degree from Harris-Stowe State University and his master’s and doctorate degrees from Saint Louis University. The Governor has appointed him for a term ending Sept. 17, 2017.

State Board of Podiatric Medicine

The Governor has re-appointed Dr. Jeffrey P. Appleman (R), of Jackson, to the State Board of Podiatric Medicine. The Missouri State Board of Podiatric Medicine licenses podiatrists and regulates the profession of podiatry. The board reviews applications for licensure to determine an applicant’s qualifications, and enforces the laws and regulations governing the practice of podiatry in the State of Missouri.

Dr. Appleman, who is a board-certified foot surgeon, has operated a private practice in podiatry in Cape Girardeau since 1998. He is a diplomat for the American Board of Podiatric Surgery, and has served on the State Board of Podiatric Medicine since 2005. The Governor has re-appointed Dr. Appleman for a term ending July 1, 2018.

22nd Circuit Judicial Commission

The Governor has appointed Rita Burlison, of St. Louis; and Tiffany Franklin, of St. Louis, to serve on the 22nd Circuit Judicial Commission. The 22nd Judicial Circuit covers the City of St. Louis. When a vacancy occurs on the bench of that circuit, the judicial commission nominates three people who meet the statutory requirements to serve as a judge. Those names are submitted to the Governor, who appoints one of the three to the vacant position.

Burlison is a retired law office manager. The Governor has appointed her for a term ending Dec. 31, 2018.

Franklin holds a master’s degree in engineering physics and is a systems engineer for Boeing Company. She is a member of the Society of Women Engineers and the National Society of Black Engineers, and participates in Boeing Women in Leadership. The Governor has appointed Franklin for a term ending Dec. 31, 2016.
