Press Release: Gov. Nixon will name Commissioner Daniel Hall as chairman of the Public Service Commission

JEFFERSON CITY – Gov. Jay Nixon today said he will name Commissioner Daniel Hall, of Columbia, as the chairman of the Missouri Public Service Commission (PSC), effective Aug. 10. He will replace Chairman Robert Kenney, who is stepping down from the commission on Aug. 7 after the expiration of his six-year term. Last week, Gov. Nixon announced he was appointing former state Sen. Maida Coleman to replace Kenney on the commission.

“From the classroom to the courtroom, Daniel Hall has dedicated his career to public service, and he will continue that work on behalf of Missouri families, businesses and communities as the chair of the PSC,” Gov. Nixon said. “I also want to again thank Chairman Kenney for his dedication and commitment to the people of this state, and wish him well in his future endeavors.”

“I want to thank the Governor for his trust in me to take on this role at this critical juncture in energy and utility regulation,” Commissioner Hall said. “I look forward to working with my fellow commissioners to ensure Missourians have access to quality utility services at reasonable rates and an efficient regulatory process that is fair and responsive to all parties.”

Before being appointed to the PSC for a six-year term in 2013, Hall served as Legislative Director for the Office of the Governor, supervising the Administration’s legislative matters and serving as its chief liaison to the General Assembly. Hall previously served in a number of positions in state government, including Senior Counsel to then-Attorney General Nixon.

Prior to his work in state government, Hall served as an associate at Bryan Cave, LLP in Kansas City where he handled labor and employment matters, class action defense and commercial disputes. He was also a law clerk for U.S. District Court Judge Dean Whipple. Before he became an attorney, Hall taught high school social studies.

The five-member Public Service Commission is responsible for regulating investor-owned electric, natural gas, steam, water, and sewer utilities in Missouri, and does so by balancing the interests of consumers and utilities to ensure the public receives safe and reliable utility services at just and reasonable rates.

The Commission adjudicates cases after hearing factual evidence and legal argument, promulgates administrative rules, and enforces its rules and tariffs. The Commission is also responsible for overseeing utility efforts to maximize energy efficiency and increase use of renewable energy, and for encouraging efficient long-term utility resource planning, all in a manner that serves the public interest and is consistent with Missouri’s energy and environmental policies.
