2017-2021 STIP approved at MHTC meeting

ST. LOUIS — The Missouri Highways and Transportation Commission gave final approval to the Statewide Transportation Improvement Program (STIP) at their monthly meeting on Wednesday in St. Louis.

The five year plan has $3.97 billion available for construction awards, starting with $700 million in FY 2017 and going up to $860 million in 2020 and 2021.

“It’s our commitment to our customers for the next five years,” said Patrick McKenna, director of MoDOT.

While MoDOT says the STIP saw increased funding, leading to more projects, the agency says the state still does not have adequate funding to maintain its current system of roads and highways. Among the projects not able to be addressed were the reconstruction and expansion of Interstate 70 and projects to improve bridges.

“We have a long-term insufficient funding challenge if Missourians want more from their state’s transportation system,” he said.

The improving economic conditions for MoDOT allowed the agency to add 855 projects to the 2017-2021 STIP. Those economic conditions include increased state revenues, predictable federal funding from last year’s Congressional FAST Act and efforts to seek federal reimbursement for projects.

The draft STIP was released for public comment in May.
