Interim Committee on Stabilizing Missouri’s Health Insurance Markets vote to create ‘Missouri Reinsurance Plan’

JEFFERSON CITY, Mo. – Rep. Justin Hill and members of an interim committee designed to look over health insurance markets voted unanimously this week to file draft language that will establish the “Missouri Reinsurance Plan.” The committee was formed by House Speaker Todd Richardson for the purpose of gaining a better understanding of what changes at the federal level will mean to markets in the state.

Hill was selected to chair the committee based on his experience as a licensed health insurance producer.  Hill said the committee looked at alternatives to the Affordable Care Act and how they would alter the health insurance climate in Missouri. By implementing a reinsurance plan, Missourian premiums will drastically decrease compared to what they have been under the ACA.

Hill filed the draft language HB 2539 on Thursday morning.

“I am grateful for all of the stakeholders that helped devise the plan to stabilize Missouri health insurance markets. I look forward to presenting this bill to the full body as Missourians are looking for leadership on the issue of healthcare. This bill is a result of a long, well thought-out process on how Missouri will stabilize the post-ACA insurance market. I am ready to present this bill to the legislature to start the discussion on giving Missourian’s more choices in health insurance,” said Hill, R-Lake St. Louis.

The committee voted 6-0 on the recommendation to draft legislation that would create the “Missouri Reinsurance Plan.” Along with Hill, the other committee members present were state Reps. Hannah Kelly, R-Mountain Grove; Lynn Morris, R-Nixa; Cody Smith, R-Carthage; Lauren Arthur, D-Kansas City; and Cora Faith Walker, D-St. Louis.

Hill further added, “I’d like to thank Speaker Todd Richardson for answering the call of Missourians who want stability in our health insurance markets. I am anxious to get this bill moving.”
