JEFFERSON CITY, Mo. — Missouri State Auditor Nicole Galloway ton Tuesday released a citizen-requested audit of the City of New Bloomfield, located in Callaway County. The audit recommended city officials make improvements to ensure proper documentation to the city’s annual budgets and better oversight of the city’s accounting records.
“Our report makes several recommendations to improve the processes in New Bloomfield,” Auditor Galloway said. “I encourage city officials to implement those recommendations to ensure a government that operates transparently and in the best interests of taxpayers.”
The audit found city officials did not always follow proper bidding procedures, including not soliciting competitive bids for auditing services in accordance with the city’s bidding policy.
In addition, the audit found city officials did not consistently maintain accurate accounting records or prepare the 2018 budget in accordance with state law. The audit also indicated the city overpaid a vendor $2,108, and the budget was missing a budget message, a budget summary, information on debt payments, and other required items.
The audit recommended city officials adequately segregate accounting duties, or ensure that documented independent or supervisory reviews of detailed accounting and bank records are performed. The audit also reported the Board of Aldermen did not always comply with Sunshine Law requirements when voting to go into closed sessions.
