KCP&L highlights PSC meeting

JEFFERSON CITY, Mo. — KCP&L took center stage at the Public Service Commission agenda meeting this morning. In the matter of KCP&L Greater Missouri Operations Company’s Submission of its 2014 Renewable Energy Standard Compliance Plan, EO-2014-0288, the commission voted to approve a order denying a motion to compel.

PSC staff confirmed with The Missouri Times that the commission did not view the submitted motions related to solar rebates as appropriate at this time, but concerned parties do have the option to file their own cases regarding KCP&L’s 2013 Report.

The case is regarding issues that arose earlier this summer related to the company’s RES Compliance Plan, which shared a cap on solar panel rebates in 2013. Concerned parties, such as The Department of Economic Development – Division of Energy and Renew Missouri filed comments on that case sharing concerns regarding the Report and Plan.

Renew Missouri’s comments regarding the case include KCP&L GMO not receiving authority to cease paying solar rebates until May 2014.

“KPC&L-GMO denied solar rebate applications prior to receiving authorization,” Renew MO wrote to the PSC in June. “[In] the 2013 RES Compliance Report, KCP&L-GMO states that it denied 169 solar rebate applications in 2013 for the reason that ‘funding commitments reached the $50 [million] specified level.’ However, they did not receive authority to cease paying solar rebates until May 28, 2014.”

The case comments submitted by the organization also included questioning the clarify of how the solar rebate payments to KCPL Solar are accounted for, stating that KCP&L GMO fails to explain how compliance was under the cap for rebates, and claiming that KCP&L GMO attempted to retire REC’s unassociated with energy sold to Missouri customers.

DE also provided comments to the PSC regarding the case, echoing many of Renew MO’s comments and further recommending KCP&L include more information and to development appropriate methods to validate their models in their future RES filings.

The commission also approved a fuel adjustment charge  increase for KCP&L GMO’s 330,000 customers. It will mean an increase of approximately $2.44 a month for the typical residential customer in the MPS service territory (Kansas City) and an increase of approximately $1.20 a month for the typical residential customer in the L&P service territory (St. Joseph).

The PSC discussed the Summit Natural Gas case, GR-2014-0086, which has a an upcoming post-evidentiary hearing.

The PSC will have upcoming public hearings for the Grain Belt Express line across north Missouri, which will move the September 3rd meeting to the Hearnes Center at Missouri Western University in St. Joseph.

The meetings on the 17th is cancelled because of a Public Utilities Law Symposium at University of Missouri – St. Louis.
