Lobbyist Profile: Mark Rhoads

JEFFERSON CITY, Mo – Mark Rhoads political philosophy in his words is described as “business friendly.”  This is the philosophy that has kept him working in the capitol in one capacity or another for over 30 years.

Upon finishing his bachelor’s in public administration at the University of Missouri, Rhoads was hired by the Missouri Senate research staff, becoming one of the first research staff members.  After finishing his public administration masters in 1979, Rhoads went on to become the Deputy Director of the Department of Economic Development.

Rhoads worked two years with the Department of Economic Development. He went on to manage William Webster’s campaign for Attorney General.  Having won the election, Rhoads stayed on with Webster as his director of administration.  Rhoads would go on to become Webster’s director of finance for Webster’s ’92 campaign for governor.

Following Webster’s defeat, Rhoads opened up The Rhoads Company, LLC, which he still operates today.

The Roads Company represents and consults for over 30 clients and is the embodiment of some of Rhoad’s most important work.

“I developed an expertise in legislation” Rhoads said.

This expertise has allowed Rhoads to work as a consultant for over 20 years.

One of Rhoads clients is Legal Services of Missouri, they provide legal services for low-income individuals.  Rhoads helped make it possible for his clients’ work to be funded by the state budget, which is a point of pride for Rhoads in his years as a consultant.

“I’m most proud of the way we do things at the capitol,” Rhoads said. “It’s a matter of gaining trust which in this business is all important.”
