October 2018 Tip Sheet: Senate and House

The battlefield has shifted from previous cycles from races in Jefferson County, the bootheel, and Boone County to the Northland of Kansas City and West St. Louis County. A lot can still happen and probably will, but as of today, we project a +4 night for the Democrats. If we had to guess we would take the over, but this is a very volatile cycle.

Note: Contributions this election is reported below as filed. Candidates derive their contributions this election in different ways, some since the primaries, some since the last special election or last general election.

Senate

Top Senate Races

SD 34 (R+0.8) Senator Rob Schaaf is term-limited.
TIP SHEET PREDICTION: TOSS UP
The 34th has been the home to the most competitive primary and is now the most competitive general. Rucker and Luetkemeyer are both funded where they can run full campaigns and are in a fight to the finish. However, in the financial end, Luetkemeyer has the advantage. He will have more money than he can likely spend in the fight where Rucker will simply have enough money to run a full competitive campaign.
While both live in Platte County Rucker’s roots in Buchanan County are what has kept the race close. The dynamic may be can Luetkemeyer get college-educated women in Platte County who have been typically voting Republican to vote for him while Rucker needs to get Buchanan County voters who have been voting Republican to vote for a candidate with the most Buchanan County roots. Hat tip to Luetkemeyer for getting the endorsement of his primary opponent Harry Roberts. It should help him keep some of those Buchanan County Republicans with him.

Bottom line, this election comes to the home stretch as any Jefferson County candidate that is on the same ticket as Donald Trump and has a good voting record with labor is in a great spot. Butler is running a strong campaign and it’s not over, but it is trending toward Wieland.

Lots of credit should go to Hillary Shields for running a very enthusiastic and overall great campaign. However, you also have to give credit to Senator Cierpiot for realizing this was a real race early on and taking it seriously. Because he did, Cierpiot is in a strong position for re-election as things stand two weeks out. If he is in trouble on election night, then that blue wave is real, and this part of Jackson County is fundamentally changing.

#1 HD 35 (R+0.9) Rep. Gary Cross is term-limited.
TIP SHEET PREDICTION: LEAN DEMOCRAT
There will have to be a lot right for the GOP to hold this swing seat that has gotten more Democratic each cycle since it was drawn and Rep. Cross won a tough victory in 2010. Lovell is an architect and a good recruit for the Republicans. However, Ingle is a social worker who is really working in the district. This is the seat that is most likely to flip to the Democrats as of today.

Mike McGirl is a county elected official in Washington County and ran two years ago. This district is one exactly like Republicans have been winning since Kevin Engler brought Republicanism to the lead belt in 2002. The 118th is a Republican seat and will be again. The next time statewide democrats make it public they are not interested in pro-life candidates intelligent democrats will remind of the time they held the 118th with a pro-life representative. They will not compete in the 118th again until they have a pro-life candidate.

At one point this seat looked like it was trending toward the Democrats. Then the fateful Kavanaugh hearing and the sky opened and the political climate began looking far more favorable to Republicans. Jim Murphy may still be a bit of an underdog in a district that Claire McCaskill will win even if she loses the race, but it is tightening and the momentum is likely with Murphy at this point. Pretto will have to close hard to make up for the mistakes national Democrats have made that impact races like hers.

#4 HD 70 (D+0.3) Rep. Mark Matthiesen is standing for his second term.

The 70th should not be a toss-up. Rep. Matthiesen nor any Republican should hold this seat. However, he works as hard as anyone and the favorable outcome of the Westlake Landfill situation has helped keep this seat a toss-up. He needs some luck and the national climate to continue to improve to hold onto this seat at Robert Knodell stole from the Democrats when he ran HRCC. To sum it up Matthiesen has worked very hard and has put himself in a position to hold this seat.

#5 HD 14 (D+2.9) Rep. Corlew is standing for his third term.
TIP SHEET PREDICTION: TOSS UP
Everything about this district and the national, statewide, and local trends are a headwind against Rep. Corlew in his mostly Platte with a little Clay County seat. He is one of the most substantial legislators in either party or either chamber for that matter, and his work on highway issues is one of the reasons Prop D has a chance to pass. However, he drew a top-flight opponent in Matt Sain. Sain is running a great race and the caliber of candidate he is combined with the way the political winds are blowing would put him a position to win this district easily against anyone else. This is a real test of strength. Corlew deserves re-election, the Democrats probably deserve to win this district. Makes for a true toss-up.

#6 HD 135 (R+1.9) Rep. Steve Helms is standing for his second term.

If this district wasn’t in southwest Missouri it might be leaning democratic. However, Rep. Helms is working hard and the Republicans are very happy to tout they hold all but one seat in southwest Missouri. Bailey is running an aggressive campaign but is light on money. You figure the Republicans will pay almost any price for this seat, but it’s a bit of an uphill climb in the 135th therefore, a toss-up.

Allred is a well-known restaurateur and probably the frontrunner to hold this swing seat for the Republicans. However, Platte County is not good terrain for Republicans right now. The unbridled love Jefferson Countians have for President Trump is not shared by collar counties in Kansas City. Allred and Weber are solid candidates and this race is moving up the competitive rankings to toss up status. Bottom line is in Platte and Clay Counties between the house and senate the northland is ground zero for competitive seats this election.

However, his opponent Mary Elizabeth Coleman is probably the most impressive candidate either parties recruited to run for office in 2018. This race is too close to call.

Rep. Reisch is has drawn a tough opponent in veterinarian Maren Bell Jones. If she was doing a better job fundraising then this race might be leaning democratic. This is a close race and will come down to Reisch convincing voters who have been voting Republican since Jon Ratliff made Boone County his second home to keep doing so against Jones turning out some new voters to tip the balance in this very competitive district.

This is a democratic seat, but Falkner is a good candidate. Thompson is closing hard and probably has a half step leading heading into the stretch.
