This Week in the PSC: Dec. 5, 2018


JEFFERSON CITY, Mo. — The Missouri Public Service Commission moved swiftly through the December 5, 2018 agenda meeting, approving nine tariffs and new orders.

The commission that oversees the state’s utility services, met on Wednesday for an open meeting where they ruled on nine agenda items, discussed one case post hearing, and then moved into closed session.

The first order tackled by the PSC was in regards to a complaint filed by the Missouri Propane Gas Association against Summit Natural Gas of Missouri, Inc.

The commission unanimously approved the agreement that states Summit will only convert a propane appliance to a natural gas appliance if the manufacturer makes available a conversion kit for that purpose, directly or through an authorized dealer or distributor. Part of the stipulation requires that Summit file revised tariff sheets within five days of the effective date of the order.

The PSC also approved an order regarding the disposition of remaining funds from the merger between Great Plains Energy Inc. and Westar Energy Inc.

The commission directed the General Counsel’s Office to bring a penalty action in circuit court against RDE Water Company for failing to file their 2017 annual report. The annual report for all water companies was due by April 15, 2018 and RDE Water Company has yet to submit it to the PSC.

The PSC also approved for circuit court action to be brought against Your Home Center, LLC. and for the company’s license to be revoked. The commission found that the new modular units dealer failed to arrange for the proper initial setup of the Burwell, Stuedle, and Dodds units. Your Home Center then failed to correct the code violation.

In a related matter, the PSC approved the Manufactured Housing Consumer Recovery Fund’s Advisory Committee’s recommendation for $1,475.00 to be disbursed to Russell and Ruth Stuedle. The Stuedle’s requested the fund recovery following Your Home Center’s failure to arrange for the proper initial setup of a manufactured home.

The PSC approved Missouri American Water Company’s Revised Tariff Sheet No. 65. They were also approved to establish an Infrastructure System Replacement Surcharge (ISRS).

Ameren Missouri’s MEEIA 2019-21 Plan was also given approval.

The PSC also established a procedural schedule in Carl Richard Mill Trust’s application for a Certificate of Convenience and Necessity authorizing it to establish and maintain water systems in Carriage Oaks Estates.
