Press release: Rep. Kevin Elmer’s Bill to Create Three-Day Waiting Period for an Abortion

Missouri General Assembly Gives Final Approval to State

Rep. Kevin Elmer’s Bill to Create Three-Day Waiting Period for an Abortion

JEFFERSON CITY, Mo. – The Missouri General Assembly gave final approval Wednesday night to legislation that would require a woman to take additional time to consider her decision before obtaining an abortion. Sponsored by state Rep. Kevin Elmer, the legislation (HBs 1307 & 1313) was approved by the Missouri House by a vote of 111-39.
Currently, Missouri requires a 24-hour waiting period between the time a woman seeks her first consultation and exam from a physician and the time she returns to undergo an abortion procedure. Elmer’s legislation would lengthen the waiting period to 72 hours, which he says will give the woman additional time to consider her decision and consult with those close to her.

“This bill is a way to give a potential mother some additional time to think about this life-altering decision and to talk to family and friends who can help provide support during what is undoubtedly a difficult and emotional time,” said Elmer, R-Nixa. “This bill is really an effort to balance the rights of the mother with the rights of the unborn child. We are not denying the mother her rights, but simply asking her to give more thought before making a decision that she may later regret.”

Elmer added, “I am extremely pleased that a bipartisan majority of my colleagues in the House decided to support this important change. Together we have stood in defense of life. I am hopeful the governor will join us by signing this bill into law.”

The bill now moves to the governor’s desk for his consideration.
