House Tip Sheet: Eight Days Before General Election

Editor’s Note: The current figures were taken from the Missouri Ethics Commission’s site at roughly 9:00 a.m., Nov. 1.

The House race puzzle is becoming clearer as we reach Election Day. At one time, we had over 20 seats that could have been competitive, but after primaries, endorsements, and donors have come down, the chamber is now down to 10 competitive races. Even some of those are now trending towards a pretty clear winner.

You will notice several races moved to the right of the tip sheet. In some of the races where Republican incumbents were running for re-election, races could have developed but didn’t. We are seeing HD 92, Rep. Monticello’s former district, becoming increasingly competitive, and today, we now have it ranked the 8th most competitive in the state.

We moved nine races into the LIKELY R column: HD 12 Rep. Wilson, HD 13 Rep. Marshall, HD 51 Rep. Dohrman, HD 52 Rep. Beard, HD 55 Rep. Brattin, HD 95 Rep. Haefner, HD 106 Rep. Sommer, HD 111 Rep. Rowden, and HD 150 Rep. McDaniel.

We also moved four races into the LEAN R column: HD 20 Rep. Kidd, HD 65 Rep. Zerr’s former seat where Tom Hannegan looks poised to replace her, HD 117 where Mike Henderson looks likely to replace Rep. Black, and HD 149 Rep. Rone.

The Democrats have taken a few more seats off the board as well with HD 21 Rep. Anders moving his race from LEAN D to LIKELY D. We have also moved HD 90 Rep. Lavender’s race and HD 91 Rep. Kirkton’s former seat from COMPETITIVE to LEAN D.

The latest Missouri Times poll showed Donald Trump at the top of the ticket moving to +11 percent and a poll over the weekend showed him up 14 percent. If Trump’s lead maintains and becomes a Trump landslide in Missouri, then you’re looking at a very good night for House Republicans.

When you start holding 116 seats, an amazing night would be holding firm, but Republicans would have to be ecstatic if they can leave a presidential election cycle with 113-115 seats. That is making an assumption that if Rep. English is re-elected, he would caucus with the Democrats which isn’t at all a sure thing.

As it looks now, the Republicans enter election night with an amazing 104 seats, and a 22-seat majority. With 6 seats Republicans absolutely should win that are LEAN R, that takes Republicans to 110, giving them a veto-proof majority plus 1. We anticipate they are in a good position to win at least 3 and maybe 6 of the seats we are rating COMPETITIVE.

If Trump’s landslide margin in Missouri comes in on Election Day, they could hold their 116 seats with the potential to even add one. Right now, we are projecting a Missouri House of Representatives made up of 114 Republicans and 49 Democrats.

COMPETITIVE – 10

#1 HD 17 (D+4.3) OPEN (King) COMPETITIVE – #1 last tip sheet

It’s been the hottest race from filing. Mary Hill is a lightning rod of a Right-to-Work activist who has run a great campaign on her day job as a nurse. Polling shows her trailing Mark Ellebracht, but as of a week out, momentum may be more on the Republican’s side as Hillary Clinton sinks to toxic levels in Missouri.

Ellebracht is an experienced candidate who, despite being outspent by a vast margin, is still marginally ahead in the race. One thing he has going for him is that Trump is not as popular in Clay County as he is in other parts of the state. If Ellebracht closes strong, it will be a late election night in the 17th.

#2 HD 94 (D+2.5) – Brown COMPETITIVE – #4 last tip sheet

Some wondered if Trump’s unique appeal might make all the races in South County flip red, but former Rep. Vicki Englund has shown that she intends to continue the see-saw of the district.

Brown has the best chance ever to buck the back and forth trend and is outspending Englund on cable. If she can continue the TV advantage through the week and Trump’s numbers continue to rise, she might win. This race might be more influenced by national events than any other.

#3 HD 14 (D+2.9) Corlew COMPETITIVE – #3 last tip sheet

Rep. Corlew has done everything he can possibly do to win re-election against a tough opponent in top Democratic recruit Martin Rucker. In the end, this race may have always been a case of Corlew having to work his hardest only to find that his fate may be up to whether or not it’s good night for Republicans.

Rucker has shown his political chops and is set to capitalize if it’s a good night for Democrats.

#4 HD 47 (D+0.07) Basye COMPETITIVE – #2 last tip sheet

McClintic was the Democrats’ top recruit of the cycle and Rep. Basye has been a top incumbent that HRCC set out to protect from the jump. Their race hasn’t disappointed. McClintic has accomplished something most Democrats don’t – raise more than enough money to fully fund a top-tier race. It’s razor thin right now and likely goes the way the Senate race goes in that district.

#5 HD 113 (D+4.8) Shaul COMPETITIVE – #8 last tip sheet

This is a seat that has been fully funded on both sides. Democrats has touted that Rep. Shaul lied about opposing Right to Work where Shaul has looked to tout his support on social issues popular in Jefferson County. You would have thought Berg would have the advantage until you factor in Trump’s popularity in Jefferson County. Early on it looked like Shaul could pull away, but later polls have shown this race tightening; that is unless Clinton’s latest FBI problems sink the entire democratic ticket in Jeff Co.

#6 HD 135 (R+1.9) OPEN (Hough) COMPETITIVE – #8 ranked last tip sheet

Helms is a great candidate and began as an outstanding candidate to hold a swing seat for the Republicans as Rep. Hough was elected to the County Commission. However, Alberhasky has run such a great race that he has put himself in position to pull off a rare win for Democrats in southwest Missouri. This race could cut against the trend, and any Democratic hopes to cut the Republican majority close to 109 would include a win here.

#7 HD 68 (D+15.9) English COMPETITIVE – #9 last tip sheet

Nothing Rep. English does is conventional, and this race where he is running as an independent against a member of the Walton machine in North County is no different. Rep. English has raised money to be competitive, but you have to assume Mosley will have a solid ground game. There are enough variables to make this a very unpredictable race. It could literally go either way.

#8 HD 92 (D+3.7) OPEN – Monticello SLIGHT LEAN BECK

While Republicans were talking about a fully funded race in HD 91, Daniel Bogle was making a run and has now got their attention in HD 92. Beck is the slight favorite due to the partisan breakdown of the district; he will have to work right through Election Day. If Trump over-performs in South County as some expect, this race will be very close.

#9 HD 44 (R+0.03) OPEN (Rowden) SLIGHT LEAN REISCH – #6 last tip sheet

This race began very competitively, but the resources have been pouring in for Reisch where Pauley hasn’t been able to keep up. The race certainly isn’t over as Boone County Democrats have pinned a lot of their hopes on the strength of Rep. Webber’s Senate campaign, but this race is lagging behind the 47th in competitiveness.

#10 HD 70 (D+0.07) OPEN (Otto) SLIGHT LEAN DeLEAR – unranked

This is the race that best exemplifies the dominance of HRCC. This is a district where Democrats should carry without that much work. DeLear is closing in on the race, but look for a rocky and bitter final few days. Matthiesen is a very nice person who comes off almost too nice to attack, but that hasn’t stopped the attacks from flying from cable to the mailbox.

If the 70th flips, then it will be a huge, or as the man at top of Matthiesen’s ticket would say “YUUUGE”, night for the Grand Old Party.

Vescovo has had an enormous fundraising advantage. Those together have the race leaning his way in the final week.
