JEFFERSON CITY, Mo. – For the past quarter of a century, D. Scott Penman and David Winton have been working and building their lobbying and association management firm, Penman & Winton Consulting.
Starting with just a few clients, the practice built upward, where it served more than 40 organizations in recent years.
Now, that is changing, as the two men are announcing a new chapter – splitting the firm into two new groups.
Beginning on July 1, 2018, Penman will lead The Penman Group where he will serve a diverse group of lobbying clients and continue the work he started in association management. Winton will lead the Winton Policy Group, which will focus on lobbying and government affairs.
Both firms will continue to work from their current location at 124 East High Street through 2018 and potentially beyond.

Jill Hancock will become part owner with Scott in C2C Association Management Solutions, the association management business. Hancock oversees the association management clients and has been an integral part of Penman & Winton for 17 years. C2C may be found online at www.c2cpro.solutions.
