With the 30 day after the primary reports out, we decided to take a look at where the parties stand as the general election campaigns heat up coming out of veto session. In the Senate, the current state of play after Rep. Lauren Arthur’s win is 23-10 with one vacant seat that is reliably Republican for an effective state of play at 24-10.
Without a major shakeup in the map, essentially barring a real blue tsunami, it’s safe to bet that there will be at least 22 Republicans. There are two districts at play here: one race we are rating a toss up and the other is slightly Republican-leaning. The difference is that Senator Wieland has a track record of winning elections whereas this is Tony Luetkemeyer’s first run for office.
If we had to guess right or die, we would project at this point that the parties split the two competitive seats for a 23 – 11 Republican supermajority majority. It would still be a supermajority, but with a growing group of senators with a more traditional view of the chamber, making it perhaps harder to PQ bills.
Top Senate Races
SD 34 (R+0.8) Senator Rob Schaaf is term-limited.
TIP SHEET PREDICTION: TOSS UP
This race will likely be the most competitive senate race in the state. Both candidates are very impressive. Luetkemeyer is an attorney with a political pedigree who immediately impresses, while Rucker is a former football star with a golden name. Luetkemeyer will have a financial lead, but the Democrats should be able to fully fund two campaigns. Rucker lives in Platte County but has a famous family name from Buchanan County. If Luetkemeyer is able to bind the wounds from a bruising primary, he heads into the final stretch with a slight advantage, but the national mood and any late surprises could be the deciding factor in the 34th. One wild card is the Graves brothers who were all in to win the primary. You have to think they are determined to finish the job in November.

SD 22 (D+1.2) Senator Paul Wieland is running for re-election.
TIP SHEET PREDICTION: LEAN REPUBLICAN
Senator Wieland, the dean of the Jefferson County Republican party, is holding a very competitive seat. Victory may come down to a couple of outside forces. Jefferson County was against right-to-work like dogs are against cats, or GI Joe against Cobra Commander. However, Senator Wieland voted against the bill. Robert Butler is likely to remind JeffCo that it was the Republicans who forced the referendum in the first place.
Butler is an attorney who has run unsuccessfully for state representative in the past but has put together a spirited campaign that is trying to encourage JeffCo to finish the job on right-to-work by voting Democrat.
Jefferson County is a unique place while they detest right-to-work, but they love President Donald Trump. The more national Democratic figures are in the forefront or the socialist movement inside the Democratic Party is mentioned, the better for Wieland. The more right-to-work is mentioned, the better for Butler. It will be a good race, but as of now, we are saying lean Republican due to Wieland’s vote on right-to-work and his history of winning in JeffCo.

This is a rematch of last November’s special election, however with one big difference: no Jacob Turk on the ballot to siphon off votes from the Republican. If Democrats get a chance to ride a blue wave in November, Hillary Shields is running an energetic race and is the type of candidate that could win. However, Cierpiot is very popular amongst his colleagues and he and his wife are two leading citizens in Lee’s Summit. Barring a sea change in the electorate, Cierpiot should return in January.

Charlie Knorr served honorably in the house and is, by anyone’s account, a gentleman who is suited to take advantage of a blue wave and win this marginally Republican seat. Fortunately for Republicans, they landed their top recruit, former representative and current Greene County Commissioner Lincoln Hough.
Hough should win the race but will have to run a full campaign because if Republicans have an awful year nationwide, he will need a firewall built. This is the type of swing district that Governor Parson would be overwhelmingly popular in if the worst case scenario for Hough were to unfold.
We rate the seat likely Republican and Greene County could be sending one of the best state senators in recent memory to the Capitol in January.

While the Senate battleground is pretty well affixed on four seats, and more realistically two seats, the House battleground is likely to shift dramatically and ultimately settle in on a dozen seats. Because of the dominance of HRCC during the Obama years and the Trump wave of 2016, the Republicans have approximately 20 seats that they really shouldn’t hold, while the Democrats really only have one seat that should be in Republican hands.
Currently, the chamber is split 111 Republicans to 46 Democrats, with 6 vacancies that split 5 Republicans to 1 Democrat. However, the 94th is a toss-up seat. We will say the Republicans currently sit with a 116-47 advantage. To set expectations, it’s realistic at this point to put a +5 seat pickup for Democrats leaving the House at a 109-54 split.
We have selected the top 30 competitive seats, and listed another handful as potentially competitive depending on the national mood. The rest, as usual, are safe seats. We ranked the competitive seats by most likely to flip and the rest by district.

There will have to be a lot right for the GOP to hold this swing seat that has gotten more Democratic each cycle since it was drawn and Rep. Cross won a tough victory in 2012. Lovell is an architect and a good recruit for the Republicans. However, Ingle is a social worker who is really working the district. This is the seat that is most likely to flip to the Democrats as of today.

Rep. Matthiesen won a surprise win in a seat that the Republicans targeted late and sprinkled some HRCC magic on to win in 2016. He is one of the nicest, hardest working representatives in the house, but this will be a very very tough seat for Republicans to hold. It should probably already be a lean Democrat but some faith has to be placed in Rep. Matthiesen because of his 2016 win. Brown is a good candidate who is doing all the right things to win a tough race herself. She is a longtime Hazelwood teacher and just because of the partisan makeup of the district probably just needs to run a good campaign to have a Democrat pick up.

It could become an interesting proxy fight between the Speaker to be Elijah Haahr and Democratic rising star Crystal Quade right there in both of their back yards.

Maybe the biggest fight on the board as Rep. Mike Revis won a special election that gave a lot of Democrats hope last winter. The Republicans responded by landing one of the top recruits in the state in Mary Elizabeth Coleman. Whoever wins this race will be an up and comer in their respective parties. You probably have to give a slight advantage to Revis after the Right to Work referendum, but whatever you have heard about how impressive Coleman is, she is more impressive than you’ve heard.

The 44th has been in Republican hands for 8 years, but this may be the most jeopardy it has been in since then Rep. Rowden defeated two former senators to win the seat in 2012.

This is just probably a seat that the Republicans shouldn’t hold, but Rep. Corlew is an impressive candidate and legislator. He will do everything to win, and if he loses it could just be that the partisan makeup of the district combined with the gas thrown on the fire with the Right to Work referendum was just more than anyone could overcome. Sain is an attorney who is running an energetic campaign and will give Rep. Corlew a run. You probably give Corlew the slight edge at this stage, but that is more on his reputation for winning tough races more than the makeup of the district.

Hagewood is an auto worker and realtor in Blue Springs and is running on the Right to Work referendum. If you could give a slight edge at this point it would be to Rep. Stacy because of the infrastructure and funding advantage HRCC provides.

It will be interesting to see just how big of an issue labor is in JeffCo when they count the votes in this one.

Wes Rogers is a strong candidate who is a former Prosecutor and is doing everything right to win. He is the favorite because of the district breakdown, but it’s probably a shame for the state that either has to lose.
