September 2018 Tip Sheet: Senate and House

With the 30 day after the primary reports out, we decided to take a look at where the parties stand as the general election campaigns heat up coming out of veto session. In the Senate, the current state of play after Rep. Lauren Arthur’s win is 23-10 with one vacant seat that is reliably Republican for an effective state of play at 24-10.

Without a major shakeup in the map, essentially barring a real blue tsunami, it’s safe to bet that there will be at least 22 Republicans. There are two districts at play here: one race we are rating a toss up and the other is slightly Republican-leaning. The difference is that Senator Wieland has a track record of winning elections whereas this is Tony Luetkemeyer’s first run for office.

If we had to guess right or die, we would project at this point that the parties split the two competitive seats for a 23 – 11 Republican supermajority majority. It would still be a supermajority, but with a growing group of senators with a more traditional view of the chamber, making it perhaps harder to PQ bills.

Top Senate Races

SD 34 (R+0.8) Senator Rob Schaaf is term-limited.

TIP SHEET PREDICTION: TOSS UP

This race will likely be the most competitive senate race in the state. Both candidates are very impressive. Luetkemeyer is an attorney with a political pedigree who immediately impresses, while Rucker is a former football star with a golden name. Luetkemeyer will have a financial lead, but the Democrats should be able to fully fund two campaigns. Rucker lives in Platte County but has a famous family name from Buchanan County. If Luetkemeyer is able to bind the wounds from a bruising primary, he heads into the final stretch with a slight advantage, but the national mood and any late surprises could be the deciding factor in the 34th.  One wild card is the Graves brothers who were all in to win the primary. You have to think they are determined to finish the job in November.

(R) Tony Luetkemeyer

Contributions this election: $598,369.47

Cash on hand: $116,558.11

(D) Martin Rucker

Contributions this election: $146,962.51

Cash on hand: $88,155.51

SD 22 (D+1.2) Senator Paul Wieland is running for re-election.

TIP SHEET PREDICTION:  LEAN REPUBLICAN

Senator Wieland, the dean of the Jefferson County Republican party, is holding a very competitive seat. Victory may come down to a couple of outside forces. Jefferson County was against right-to-work like dogs are against cats, or GI Joe against Cobra Commander. However, Senator Wieland voted against the bill. Robert Butler is likely to remind JeffCo that it was the Republicans who forced the referendum in the first place.

Butler is an attorney who has run unsuccessfully for state representative in the past but has put together a spirited campaign that is trying to encourage JeffCo to finish the job on right-to-work by voting Democrat.

Jefferson County is a unique place while they detest right-to-work, but they love President Donald Trump. The more national Democratic figures are in the forefront or the socialist movement inside the Democratic Party is mentioned, the better for Wieland. The more right-to-work is mentioned, the better for Butler. It will be a good race, but as of now, we are saying lean Republican due to Wieland’s vote on right-to-work and his history of winning in JeffCo.

(R) Paul Wieland

Contributions this election: $485,355.51

Cash on hand: $193,437.52

(D) Bob Butler

Contributions this election: $77,493.41

Cash on hand: $11,875.53

SD 8 (R+3.8) Senator Mike Cierpiot is running for re-election.

TIP SHEET PREDICTION: LIKELY REPUBLICAN

This is a rematch of last November’s special election, however with one big difference: no Jacob Turk on the ballot to siphon off votes from the Republican. If Democrats get a chance to ride a blue wave in November, Hillary Shields is running an energetic race and is the type of candidate that could win. However, Cierpiot is very popular amongst his colleagues and he and his wife are two leading citizens in Lee’s Summit. Barring a sea change in the electorate, Cierpiot should return in January.

(R) Mike Cierpiot

Contributions this election: $17,039.33

Cash on hand: $80,504.36

(D) Hillary Shields

Contributions this election: $160,244.79

Cash on hand: $91,004.85

SD 30 (R+4.6) Senator Bob Dixon is term-limited.

TIP SHEET PREDICTION: LIKELY REPUBLICAN

Charlie Knorr served honorably in the house and is, by anyone’s account, a gentleman who is suited to take advantage of a blue wave and win this marginally Republican seat. Fortunately for Republicans, they landed their top recruit, former representative and current Greene County Commissioner Lincoln Hough.

Hough should win the race but will have to run a full campaign because if Republicans have an awful year nationwide, he will need a firewall built. This is the type of swing district that Governor Parson would be overwhelmingly popular in if the worst case scenario for Hough were to unfold.

We rate the seat likely Republican and Greene County could be sending one of the best state senators in recent memory to the Capitol in January.

While the Senate battleground is pretty well affixed on four seats, and more realistically two seats, the House battleground is likely to shift dramatically and ultimately settle in on a dozen seats. Because of the dominance of HRCC during the Obama years and the Trump wave of 2016, the Republicans have approximately 20 seats that they really shouldn’t hold, while the Democrats really only have one seat that should be in Republican hands.

Currently, the chamber is split 111 Republicans to 46 Democrats, with 6 vacancies that split 5 Republicans to 1 Democrat. However, the 94th is a toss-up seat. We will say the Republicans currently sit with a 116-47 advantage. To set expectations, it’s realistic at this point to put a +5 seat pickup for Democrats leaving the House at a 109-54 split.

We have selected the top 30 competitive seats, and listed another handful as potentially competitive depending on the national mood. The rest, as usual, are safe seats. We ranked the competitive seats by most likely to flip and the rest by district.

Top House Races

HD 35 (R+0.9) Rep. Gary Cross is term-limited.

TIP SHEET PREDICTION: LEAN DEMOCRAT

There will have to be a lot right for the GOP to hold this swing seat that has gotten more Democratic each cycle since it was drawn and Rep. Cross won a tough victory in 2012. Lovell is an architect and a good recruit for the Republicans. However, Ingle is a social worker who is really working the district. This is the seat that is most likely to flip to the Democrats as of today.

(R) Tom Lovell –  Former Lee’s Summit parks and recreation administrator

Contributions this election: $28,670.00

Cash on hand: $10,407.21

(D) Keri Ingle –  licensed Master Social Worker at KU Medical Center

Contributions this election: $54,429.09

Cash on hand: $33,410.21

HD 118 (D+1.9) Rep. Ben Harris is term-limited.

TIP SHEET PREDICTION: LEAN REPUBLICAN

Mike McGirl is a county elected official in Washington County and ran two years ago. This district is one exactly like Republicans have been winning since Kevin Engler brought Republicanism to the lead belt in 2002. The 118th is the seat the Republicans are the most likely to pick up, and they will need to as the next several seats are Republican to begin with.

(R) Mike McGirl – certified public accountant, Washington County Collector

Contributions this election: $31,918.50

Cash on hand: $20,624.18

(D) Barbara Marco – owns a tree nursery and landscaping company

Contributions this election: N/A

Cash on hand: N/A

HD 94 (D+0.5) Rep. Cloria Brown passed away.

TIP SHEET PREDICTION: LEAN DEMOCRAT

This is the seat that bounced between Cloria Brown and Vicki Englund before the former representative’s passing. Jim Murphy is a small business owner who has a drawn a tough opponent in Jean Pretto. Pretto is a teacher, a choir director, and a member of the school board. If she continues raising money the 94th is trending Democratic this cycle, and if it does the Right to Work referendum will likely have been kind to the Democrats.

(R) Jim Murphy – owner, founder of Shoppers Rule, Inc.

Contributions this election: $26,893.62

Cash on hand: $1,046.26

(D) Jean Pretto – teacher

Contributions this election: $27,086.69

Cash on hand: $3,256.19

HD 70 (D+0.3) Rep. Mark Matthiesen is standing for his second term.

TIP SHEET PREDICTION: TOSS UP

Rep. Matthiesen won a surprise win in a seat that the Republicans targeted late and sprinkled some HRCC magic on to win in 2016. He is one of the nicest, hardest working representatives in the house, but this will be a very very tough seat for Republicans to hold. It should probably already be a lean Democrat but some faith has to be placed in Rep. Matthiesen because of his 2016 win. Brown is a good candidate who is doing all the right things to win a tough race herself. She is a longtime Hazelwood teacher and just because of the partisan makeup of the district probably just needs to run a good campaign to have a Democrat pick up.

(R) Mark Matthiesen – hospitality industry

Contributions this election: $22,133.05

Cash on hand: $16,046.93

(D) Paula Brown – teacher

Contributions this election: $18,050.06

Cash on hand: $1,283.36

HD 135 (R+1.9) Rep. Steve Helms is standing for his second term.

TIP SHEET PREDICTION: TOSS UP

Although this district is in southwest Missouri the Republicans spent big in 2016 to hold it, and although he raised his own money former Rep. Lincoln Hough always spent big when he ran. Rep. Helms will have all the help HRCC can offer to protect the seat, but it is one the Democrats have targeted. Rob Bailey is a retired small business owner who is working the district. It could become an interesting proxy fight between the Speaker to be Elijah Haahr and Democratic rising star Crystal Quade right there in both of their back yards.

(R) Steve Helms – owns independent insurance agency

Contributions this election: $32,624.49

Cash on hand: $33,684.48

(D) Rob Bailey – retired small business owner

Contributions this election: $1,400.00

Cash on hand: $543.61

HD 97 (D+2.8) Rep. Mike Revis is standing for re-election after winning a special election.

TIP SHEET PREDICTION: TOSS UP

Maybe the biggest fight on the board as Rep. Mike Revis won a special election that gave a lot of Democrats hope last winter. The Republicans responded by landing one of the top recruits in the state in Mary Elizabeth Coleman. Whoever wins this race will be an up and comer in their respective parties. You probably have to give a slight advantage to Revis after the Right to Work referendum, but whatever you have heard about how impressive Coleman is, she is more impressive than you’ve heard.

(R) Mary Elizabeth Coleman – attorney

Contributions this election: $31,956.68

Cash on hand: $6,146.90

(D) Mike Revis – work(ed?) for Anheuser-Busch

Contributions this election: $53,589.29

Cash on hand: $18,746.43

HD 44 (R+0.3) Rep. Toalson Reisch is standing for her second term.

TIP SHEET PREDICTION: TOSS UP

This is a seat that may not be on some Democrats radar yet, but once they poll the district it will be. Rep. Reisch has a fully staffed campaign and is doing everything she can, but Jones is a graduate of the Mizzou veterinary school and is running a really good race. The 44th has been in Republican hands for 8 years, but this may be the most jeopardy it has been in since then Rep. Rowden defeated two former senators to win the seat in 2012.

(R) Cheri Toalson Reisch – legal assistant

Contributions this election: $15,066.00

Cash on hand: $11,659.50

(D) Maren Bell Jones – veterinarian

Contributions this election: N/A

Cash on hand: N/A

HD 14 (D+2.9) Rep. Corlew is standing for his third term.

TIP SHEET PREDICTION: TOSS UP

This is just probably a seat that the Republicans shouldn’t hold, but Rep. Corlew is an impressive candidate and legislator. He will do everything to win, and if he loses it could just be that the partisan makeup of the district combined with the gas thrown on the fire with the Right to Work referendum was just more than anyone could overcome. Sain is an attorney who is running an energetic campaign and will give Rep. Corlew a run. You probably give Corlew the slight edge at this stage, but that is more on his reputation for winning tough races more than the makeup of the district.

(R) Kevin Corlew – attorney

Contributions this election: $18,790.00

Cash on hand: $16,388.72

(D) Matt Sain – attorney

Contributions this election: $13,680.83

Cash on hand: $3,516.43

HD 31 (D+2.9) Rep. Stacy is standing for his second term.

TIP SHEET PREDICTION: TOSS UP

Rep. Stacy snuck up on both Sheila Solon and the Democrats with his win in 2016. Now he is running for re-election in a tough seat with an energetic opponent in Travis Hagewood. Hagewood is an auto worker and realtor in Blue Springs and is running on the Right to Work referendum. If you could give a slight edge at this point it would be to Rep. Stacy because of the infrastructure and funding advantage HRCC provides.

(R) Dan Stacy – Legalshield Independent Associate

Contributions this election: $17,794.00

Cash on hand: $10,596.77

(D) Travis Hagewood – autoworker, realtor

Contributions this election: N/A

Cash on hand: N/A

HD 113 (D+4.8) Rep. Shaul is standing for his third term.

TIP SHEET PREDICTION: TOSS UP

Rep. Shaul is in a 2016 rematch with UFCW member and strong candidate Karen Berg and it will again be a tough closely fought election. Shaul starts as the slight favorite because of his fundraising advantage and the fact that he has won the seat twice and once against Berg herself. It will be interesting to see just how big of an issue labor is in JeffCo when they count the votes in this one.

(R) Dan Shaul – former director of the Missouri Grocers Association

Contributions this election: $43,400.00

Cash on hand: $29,362.37

(D) Karen Berg – United Food and Commercial Workers staffer

Contributions this election: N/A

Cash on hand: N/A

HD 111 (D+1.7) Rep. Roden is standing for his third term.

TIP SHEET PREDICTION: TOSS UP

Rep. Roden had a primary and as always in this perennial swing seat has a tough general election. Phoebe Ottomeyer has worked in state government and is working this JeffCo district. Rep. Roden has been a friend of labor and that may be enough in this tough seat to come back for a third term.

(R) Shane Roden – firefighter, paramedic and a reserve Deputy Sheriff

Contributions this election: $5,700.00

Cash on hand: $6,949.66

(D) Phoebe Ottomeyer – retired State Probation and Parole Officer

Contributions this election: $3,669.18

Cash on hand: $1,672.71

HD 47 (D+0.7) Rep. Bayse is standing for his third term.

TIP SHEET PREDICTION: TOSS UP

The 47th is always expensive and always competitive. Rep. Bayse combined with HRCC is always a decent bet to hold this seat. This year his challenger is a union member in Adrian Plank. Plank is running as a straight line progressive. Out of the gate it’s hard to point to a reason that Rep. Bayse isn’t the slight after defeating the Democrats top recruit just two years ago.

(R) Chuck Bayse – retired from Federal Aviation Administration

Contributions this election: $135,159.94

Cash on hand: $35,763.71

(D) Adrian Plank – union carpenter

Contributions this election: $21,432.99

Cash on hand: $5,992.77

HD 18 (D+0.7) Rep. Lauren Arthur is not running for re-election.

TIP SHEET PREDICTION: TOSS UP

This seat should not be rated a toss up, but Sarah Mills is an outstanding recruit for the Republicans. Mills has a lengthy resume including working for the CIA. It’s unknown if she can actually win the seat, but it’s likely no other Republican in the district could make it rate a toss up. Wes Rogers is a strong candidate who is a former Prosecutor and is doing everything right to win. He is the favorite because of the district breakdown, but it’s probably a shame for the state that either has to lose.

(R) Sarah Mills – Clay County Public Administrator and former CIA analyst

Contributions this election: $8,518.58

Cash on hand: $5,172.18

(D) Wes Rogers – small business owner & former prosecutor

Contributions this election: $31,597.41

Cash on hand: $11,943.46

HD 50 (R+4.5) Rep. Sarah Walsh is standing for re-election.

TIP SHEET PREDICTION: LEAN REPUBLICAN

It’s going to be tough to find a reason why the general election doesn’t turn out similarly to the special election. However, Skelton is a good candidate and it scared Republicans last year for a reason.

(R) Sarah Walsh – former Member Services Coordinator for the Missouri Pharmacy Association and legislative assistant

Contributions this election: $47,723.40

Cash on hand: $28,456.48

(D) Michela Skelton –  attorney

Contributions this election: $47,301.21

Cash on hand: $31,363.24

HD 65 (D+0.3) Rep. Tom Hannegan is standing for re-election.

TIP SHEET PREDICTION: LEAN REPUBLICAN

Rep. Hannegan is an outstanding candidate and legislator. However, he drew a top shelf Democrat recruit in former Rep. Bill Otto. You give Hannegan the small advantage out of the gate because if anyone can hold back a blue wave it would be Tom Hanengan in St. Charles. However, this is a seat that is very likely to become more competitive as the fall unfolds.

(R) Tom Hannegan – publisher and editor-in-chief of Street Scape Magazine, Associate-Broker with Hannegan Real Estate & Construction, LLC

Contributions this election: $45,070.23

Cash on hand: $19,177.91

(D) Bill Otto –  retired air traffic controller

Contributions this election: $28,333.98

Cash on hand: $19,129.06

HD 95 (R+4.9) Rep. Marsha Haefner is term limited.

TIP SHEET PREDICTION: LEAN REPUBLICAN

O’Donnell won a big primary and but also has a fight on his hands in highly union south county. The veteran O’Donnell has the early advantage, but this isn’t a foregone conclusion.

(R) Michael O’Donnell – Municipal Finance Professional

Contributions this election: $1,918.86

Cash on hand: $198.30

(D) Mike Walter – retired IBEW Local 1439 business manager

Contributions this election: $31,118.25

Cash on hand: $14,812.71

HD 104 (R+2.5) Rep. Kurt Bahr is term limited.

TIP SHEET PREDICTION: LEAN REPUBLICAN

In Schnelting’s second run he is the favorite in a Republican leaning, but not guaranteed district. He is knocking his doors and has a fundraising advantage that will be tough for Democrats to overcome.

(R) Adam Schnelting – former minister and legislative assistant

Contributions this election: $38,263.29

Cash on hand: $28,283.93

(D) Peggy Sherwin – instructor in Psychology at Ranken College

Contributions this election: N/A

Cash on hand: N/A

HD 17 (D+4.5) Rep. Mark Ellenbracht is standing for re-election.

TIP SHEET PREDICTION:  LEAN DEMOCRAT

This race will be expensive and if history is a guide a bit explosive, but it’s a Democrat district and just as in the 47th you have to struggle to see how a 2018 outcome will be significantly different outcome from 2016.

(R) Mary Hill – practicing Registered Nurse

Contributions this election: $3,400.00

Cash on hand: $12,951.33

(D) Mark Ellebracht – attorney

Contributions this election: $70,974.90

Cash on hand: $52,706.52
