October 2018 Tip Sheet: Senate and House

The battlefield has shifted from previous cycles from races in Jefferson County, the bootheel, and Boone County to the Northland of Kansas City and West St. Louis County. A lot can still happen and probably will, but as of today, we project a +4 night for the Democrats. If we had to guess we would take the over, but this is a very volatile cycle.

Note: Contributions this election is reported below as filed. Candidates derive their contributions this election in different ways, some since the primaries, some since the last special election or last general election.

Senate

Top Senate Races

SD 34 (R+0.8) Senator Rob Schaaf is term-limited.
TIP SHEET PREDICTION: TOSS UP
The 34th has been the home to the most competitive primary and is now the most competitive general. Rucker and Luetkemeyer are both funded where they can run full campaigns and are in a fight to the finish. However, in the financial end, Luetkemeyer has the advantage. He will have more money than he can likely spend in the fight where Rucker will simply have enough money to run a full competitive campaign.
While both live in Platte County Rucker’s roots in Buchanan County are what has kept the race close. The dynamic may be can Luetkemeyer get college-educated women in Platte County who have been typically voting Republican to vote for him while Rucker needs to get Buchanan County voters who have been voting Republican to vote for a candidate with the most Buchanan County roots. Hat tip to Luetkemeyer for getting the endorsement of his primary opponent Harry Roberts. It should help him keep some of those Buchanan County Republicans with him.
(R) Tony Luetkemeyer

Cash on hand: $29,134.15
(D) Martin Rucker

Cash on hand: $34,498.76

SD 22 (D+1.2) Senator Paul Wieland is running for re-election.
TIP SHEET PREDICTION: LEAN REPUBLICAN
Bottom line, this election comes to the home stretch as any Jefferson County candidate that is on the same ticket as Donald Trump and has a good voting record with labor is in a great spot. Butler is running a strong campaign and it’s not over, but it is trending toward Wieland.
(R) Paul Wieland
Contributions this election: $575,599.80
Cash on hand: $122,531.59
(D) Bob Butler
Contributions this election: $126,284.85
Cash on hand: $13,871.87

SD 8 (R+3.8) Senator Mike Cierpiot is running for re-election.
TIP SHEET PREDICTION: LIKELY REPUBLICAN
Lots of credit should go to Hillary Shields for running a very enthusiastic and overall great campaign. However, you also have to give credit to Senator Cierpiot for realizing this was a real race early on and taking it seriously. Because he did, Cierpiot is in a strong position for re-election as things stand two weeks out. If he is in trouble on election night, then that blue wave is real, and this part of Jackson County is fundamentally changing.
(R) Mike Cierpiot
Contributions this election: $225,462.95
Cash on hand: $14,787.17
(D) Hillary Shields
Contributions this election: $317,492.11
Cash on hand: $80,515.13

SD 30 (R+4.6) Senator Bob Dixon is term-limited.
TIP SHEET PREDICTION: LIKELY REPUBLICAN
Depending on who you talk to, this race is a sleeper pick for Democrats or Hough wins in a walk. If Hough takes advantage of his incredible financial advantage and the political landscape stays the same, then he will win. However, don’t be surprised if this race is close. It’s not a solidly Republican district and is trending more Democratic every cycle.

House

Top 25 House races that could flip

#1 HD 35 (R+0.9) Rep. Gary Cross is term-limited.
TIP SHEET PREDICTION: LEAN DEMOCRAT
There will have to be a lot right for the GOP to hold this swing seat that has gotten more Democratic each cycle since it was drawn and Rep. Cross won a tough victory in 2010. Lovell is an architect and a good recruit for the Republicans. However, Ingle is a social worker who is really working in the district. This is the seat that is most likely to flip to the Democrats as of today.
(R) Tom Lovell – former Lee’s Summit parks and recreation administrator
Contributions this election: $32,320.00
Cash on hand: $28,217.45
(D) Keri Ingle – social worker at KU Medical Center
Contributions this election: $100,413.70
Cash on hand: $26,221.92

#2 HD 118 (D+1.9) Rep. Ben Harris is term-limited.
TIP SHEET PREDICTION: LEAN REPUBLICAN
Mike McGirl is a county elected official in Washington County and ran two years ago. This district is one exactly like Republicans have been winning since Kevin Engler brought Republicanism to the lead belt in 2002. The 118th is a Republican seat and will be again. The next time statewide democrats make it public they are not interested in pro-life candidates intelligent democrats will remind of the time they held the 118th with a pro-life representative. They will not compete in the 118th again until they have a pro-life candidate.
(R) Mike McGirl – certified public accountant, Washington County collector
Contributions this election: $44,441.30
Cash on hand: $31,700.03
(D) Barbara Marco – owns a tree nursery and landscaping company
Contributions this election: $16,514.46
Cash on hand: $786.82

#3 HD 94 (D+0.5) Rep. Cloria Brown passed away.
TIP SHEET PREDICTION: TOSS UP
At one point this seat looked like it was trending toward the Democrats. Then the fateful Kavanaugh hearing and the sky opened and the political climate began looking far more favorable to Republicans. Jim Murphy may still be a bit of an underdog in a district that Claire McCaskill will win even if she loses the race, but it is tightening and the momentum is likely with Murphy at this point. Pretto will have to close hard to make up for the mistakes national Democrats have made that impact races like hers.
(R) Jim Murphy – owner, founder of Shoppers Rule, Inc.
Contributions this election: $43,808.62
Cash on hand: $9,541.65
(D) Jean Pretto – teacher
Contributions this election: $57,265.22
Cash on hand: $15,478.39

#4 HD 70 (D+0.3) Rep. Mark Matthiesen is standing for his second term.
TIP SHEET PREDICTION: TOSS UP
The 70th should not be a toss-up. Rep. Matthiesen nor any Republican should hold this seat. However, he works as hard as anyone and the favorable outcome of the Westlake Landfill situation has helped keep this seat a toss-up. He needs some luck and the national climate to continue to improve to hold onto this seat at Robert Knodell stole from the Democrats when he ran HRCC. To sum it up Matthiesen has worked very hard and has put himself in a position to hold this seat.
(R) Mark Matthiesen – the hospitality industry
Contributions this election: $46,102.03
Cash on hand: $10,959.26
(D) Paula Brown – teacher
Contributions this election: $61,046.14
Cash on hand: $14,323.19

#5 HD 14 (D+2.9) Rep. Corlew is standing for his third term.
TIP SHEET PREDICTION: TOSS UP
Everything about this district and the national, statewide, and local trends are a headwind against Rep. Corlew in his mostly Platte with a little Clay County seat. He is one of the most substantial legislators in either party or either chamber for that matter, and his work on highway issues is one of the reasons Prop D has a chance to pass. However, he drew a top-flight opponent in Matt Sain. Sain is running a great race and the caliber of candidate he is combined with the way the political winds are blowing would put him a position to win this district easily against anyone else. This is a real test of strength. Corlew deserves re-election, the Democrats probably deserve to win this district. Makes for a true toss-up.
(R) Kevin Corlew – attorney
Contributions this election: $65,846.93
Cash on hand: $56,281.72
(D) Matt Sain – attorney
Contributions this election: $40,131.98
Cash on hand: $13,267.54

#6 HD 135 (R+1.9) Rep. Steve Helms is standing for his second term.
TIP SHEET PREDICTION: TOSS UP
If this district wasn’t in southwest Missouri it might be leaning democratic. However, Rep. Helms is working hard and the Republicans are very happy to tout they hold all but one seat in southwest Missouri. Bailey is running an aggressive campaign but is light on money. You figure the Republicans will pay almost any price for this seat, but it’s a bit of an uphill climb in the 135th therefore, a toss-up.
(R) Steve Helms – owns an independent insurance agency
Contributions this election: $19,445.18
Cash on hand: $16,141.61
(D) Rob Bailey – retired small business owner
Contributions this election: $23,205.41
Cash on hand: $4,742.17

#7 HD 13 (R+3.8) Rep. Nick Marshall is term-limited.
TIP SHEET PREDICTION: TOSS UP
Allred is a well-known restaurateur and probably the frontrunner to hold this swing seat for the Republicans. However, Platte County is not good terrain for Republicans right now. The unbridled love Jefferson Countians have for President Trump is not shared by collar counties in Kansas City. Allred and Weber are solid candidates and this race is moving up the competitive rankings to toss up status. Bottom line is in Platte and Clay Counties between the house and senate the northland is ground zero for competitive seats this election.
(R) Vic Allred – entrepreneur and restaurateur
Contributions this election: $65,891.99
Cash on hand: $26,893.15
(D) Mitch Weber – small business owner
Contributions this election: $48,542.61
Cash on hand: $11,420.15

#8 HD 97 (D+2.8) Rep. Mike Revis is standing for re-election after winning a special election.
TIP SHEET PREDICTION: TOSS UP
When you close your eyes and think about the types of people who have found political success in Jefferson County, you think of someone exactly like Rep. Mike Revis. However, his opponent Mary Elizabeth Coleman is probably the most impressive candidate either parties recruited to run for office in 2018. This race is too close to call.
(R) Mary Elizabeth Coleman – attorney
Contributions this election: $42,847.51
Cash on hand: $25,648.44
(D) Mike Revis – worked for Anheuser-Busch
Contributions this election: $79,998.04
Cash on hand: $28,918.30

#9 HD 44 (R+0.3) Rep. Toalson Reisch is standing for her second term.
TIP SHEET PREDICTION: TOSS UP
Rep. Reisch is has drawn a tough opponent in veterinarian Maren Bell Jones. If she was doing a better job fundraising then this race might be leaning democratic. This is a close race and will come down to Reisch convincing voters who have been voting Republican since Jon Ratliff made Boone County his second home to keep doing so against Jones turning out some new voters to tip the balance in this very competitive district.
(R) Cheri Toalson Reisch – legal assistant
Contributions this election: $29,942.00
Cash on hand: $22,754.09
(D) Maren Bell Jones – veterinarian
Contributions this election: $14,631.88
Cash on hand: $2,028.70

#10 HD 10 (D+5.5) Rep. Pat Conway is term-limited.
TIP SHEET PREDICTION: LEAN DEMOCRAT
Who can replace Pat Conway? Well, early on Bill Falkner is who the Republicans have counted on to pick this seat up. While Democrats are buzzing about Shane Thompson. This is a democratic seat, but Falkner is a good candidate. Thompson is closing hard and probably has a half step leading heading into the stretch.
(D) Shane Thompson – AG Processing, Teamsters Union Steward
Contributions this election: $30,658.00
Cash on hand: $16,813.28
(R) Bill Falkner – St. Joseph Mayor
Contributions this election: $27,856.09
Cash on hand: $20,322.66

#11 HD 65 (D+0.3) Rep. Tom Hannegan is standing for re-election.
TIP SHEET PREDICTION: LEAN REPUBLICAN
Rep. Hannegan is the front-runner. He is simply not as vulnerable to attacks that he is a typical partisan Republican and is engrained in the St. Charles community. Former Rep. Bill Otto is running a very good race and will give Hannegan a very tough race. At this point give Hannegan a slight edge to close the race out.
(R) Tom Hannegan – publisher and editor-in-chief of StreetScape Magazine, Associate-Broker with Hannegan Real Estate & Construction, LLC
Contributions this election: $16,639.89
Cash on hand: $5,359.03
(D) Bill Otto – retired air traffic controller
Contributions this election: $61,978.42
Cash on hand: $12,620.02

#12 HD 12 (R+3.1) Rep. Ken Wilson is standing for his fourth term.
TIP SHEET PREDICTION: LEAN REPUBLICAN
Rep. Wilson is the favorite to win his fourth term in this district but the Democrats are competing all over Platte County. If there is anything to a blue wave outside of the urban centers you will see it here.
(R) Ken Wilson
Contributions this election: $18,835.00
Cash on hand: $23,929.50
(D) Sandy Van Wagner
Contributions this election: $22,684.51
Cash on hand: $16,928.47

#13 HD 47 (D+0.7) Rep. Chuck Basye is standing for his third term.
TIP SHEET PREDICTION: LEAN REPUBLICAN
The 47th is a seat HRCC has been very proud of since defeating John Wright. As of today, Rep. Bayse is set to hold this very competitive seat.
(R) Chuck Basye – retired from Federal Aviation Administration
Contributions this election: $163,356.89
Cash on hand: $58,475.89
(D) Adrian Plank – a union carpenter
Contributions this election: $38,545.63
Cash on hand: $12,304.67

#14 HD 113 (D+4.8) Rep. Dan Shaul is standing for his third term.
TIP SHEET PREDICTION: LEAN REPUBLICAN
Rep. Shaul is looking better in his re-election bid. The 113th may be the most competitive seat outside of Rep. Revis’ reelection bid. Karen Berg is a very formidable candidate, but the key to the race may be that Donald Trump has coattails for days in JeffCo.
(R) Dan Shaul – former director of the Missouri Grocers Association
Contributions this election: $86,500.00
Cash on hand: $23,983.37
(D) Karen Berg – United Food and Commercial Workers staffer
Contributions this election: $19,609.41
Cash on hand: $26,382.23

#15 HD 17 (D+4.5) Rep. Mark Ellebracht is standing for re-election.
TIP SHEET PREDICTION: LIKELY DEMOCRAT
This race will be expensive, but this is not the best cycle to defeat an incumbent Democrat in Clay County.
(R) Mary Hill – a practicing registered nurse
Contributions this election: $9,755.00
Cash on hand: $12,019.62
(D) Mark Ellebracht – attorney
Contributions this election: $128,960.65
Cash on hand: $10,700.08

#16 HD 31 (D+2.9) Rep. Stacy is standing for his second term.
TIP SHEET PREDICTION: LIKELY REPUBLICAN
Everything about this district makes you think that Rep. Stacy should be in trouble, but he is knocking his doors and as of today seems on track to re-election.
(R) Dan Stacy – LegalShield Independent Associate
Contributions this election: $28,999.00
Cash on hand: $11,023.64
(D) Travis Hagewood – autoworker, realtor
Contributions this election: $16,959.10
Cash on hand: $4,593.22

#17 HD 20 (D+6.8) Rep. Bill Kidd is standing for his third term.
TIP SHEET PREDICTION: LIKELY REPUBLICAN
Rep. Kidd is a great campaigner in a seat where there isn’t the same Trump drag there is in the Northland. Eastern Jackson County is just different than Clay and Platte Counties. Also, Rep. Bill Kidd isn’t your typical democrat that you can just paint with a partisan brush.
(R) Bill Kidd – small business owner
Contributions this election: $11,900.00
Cash on hand: $64,000.77
(D) Jessica Merrick – pharmacy technician
Contributions this election: $5,713.59
Cash on hand: $1,143.67

#18 HD 18 (D+0.7) Rep. Lauren Arthur was elected to the state senate.
TIP SHEET PREDICTION: LIKELY DEMOCRAT
Solid candidates running in a district that favors Democrats in a cycle that favors Democrats puts one of the cycle’s best recruits in Sarah Mills in a tough spot against Wes Rogers.
(R) Sarah Mills – Clay County Public Administrator and former CIA analyst
Contributions this election: $25,375.42
Cash on hand: $7,995.43
(D) Wes Rogers – small business owner & former prosecutor
Contributions this election: $56,537.85
Cash on hand: $9,452.69

#19 HD 50 (R+4.5) Rep. Sarah Walsh is standing for re-election.
TIP SHEET PREDICTION: LIKELY REPUBLICAN
This seat was always going to be easier for Republicans to win in a general election than in a special election. Skelton is an impressive candidate but at this point, something will have to change the dynamic for her to unseat Rep. Sarah Walsh.
(R) Sarah Walsh – former Member Services Coordinator for the Missouri Pharmacy Association and legislative assistant
Contributions this election: $27,111.43
Cash on hand: $11,820.05
(D) Michela Skelton – attorney

Cash on hand: $18,038.78

#20 HD 95 (R+4.9) Rep. Marsha Haefner is term-limited.
TIP SHEET PREDICTION: LIKELY REPUBLICAN
O’Donnell is another beneficiary of the Kavanaugh debacle the national Democrats brought on state legislative candidates such as Walter. The generic ballot probably still favors the Democrats, but O’Donnell has put himself in the position as the front-runner down the stretch, only aided by a last-minute influx of union support.
(R) Michael O’Donnell – Municipal Finance Professional
Contributions this election: $7,010.60
Cash on hand: $6,801.58
(D) Mike Walter – retired IBEW Local 1439 business manager

Cash on hand: $3,236.94

#22 HD 99 (R+3.4) Rep. Jean Evans is running for re-election
TIP SHEET PREDICTION: LIKELY REPUBLICAN
There are a handful of southern St. Louis County seats that are Republican seats, but just as south of the Meramec River Trump is gold he is the opposite north of the river. Rep. Evans is doing everything possible not to be snuck up on. If there is a huge blue wave this race is close, it will need to be a tsunami for her to lose.
(R) Jean Evans – real estate agent and investor
Contributions this election: $41,189.96
Cash on hand: $4,313.53
(D) Mike LaBozzetta – attorney
Contributions this election: $24,910.19
Cash on hand: $4,928.87

#23 HD 89 (R+12.6) Rep. Dean Plocher is standing for re-election.
TIP SHEET PREDICTION: LIKELY REPUBLICAN
The democrats landed a great recruit in Kevin FitzGerald, but the 89th is a very very Republican district and Rep. Plocher is a very talented politician. If the Democrats had this candidate in several other seats he could steal a seat they shouldn’t have it’s just unlikely that it’s the 89th and Rep. Plocher.
(R) Dean Plocher
Contributions this election: $202,915.82
Cash on hand: $132,094.79
(D) Kevin FitzGerald
Contributions this election: $38,436.60
Cash on hand: $9,993.18

#24 HD 96 (R+8.5) Rep. David Gregory is standing for re-election.
TIP SHEET PREDICTION: LIKELY REPUBLICAN
Rep. Gregory has an energetic opponent in Erica Hoffman. However, while the right to work vote was overwhelming and the generic ballot gives the Democrats hope Rep. Gregory is a rising star in the Republican party and has taken the race seriously from the start. It’s not impossible, but it’s very likely Rep. Gregory returns.
(R) David Gregory
Contributions this election: $294,537.75
Cash on hand: $32,314.81
(D) Erica Hoffman
Contributions this election: $55,967.65
Cash on hand: $27,493.70

#25 HD 151 (R+13.2)
TIP SHEET PREDICTION: LIKELY REPUBLICAN
Coming in at #25 is our wild card. When the Republican wins by 30% then he should, but hear us out. I know there is no way that this seat could flip, but former State Senator Jerry Howard is a good campaigner. It’s not likely, but it’s also not impossible. If he does then we will credit the stein of knowledge.
(D) Jerry Howard
Contributions this election: $8,244.86
