COMPETITIVE – 14

#1 HD 17 (D+4.3) OPEN – King COMPETITIVE

This district was the site of one of the most competitive primary battles and the mailboxes and airwaves will be packed again in the fall. Mary Hill is a nurse and one of the state’s foremost Right-to-Work activists. Her defeat of incumbent Rep. Nick King was considered an upset, but King didn’t solicit a great deal of party establishment support so it may be easier to consolidate the Republicans around her candidacy.

Mark Ellebracht is running as a moderate and nearly won a similar seat against Rep. Myron Neth in 2012, losing a very close 50.5% to 49.5% race. He is an army veteran and an attorney with a long list of community involvement. This race is a top pickup opportunity for the Democrats, and you can look to this race early on election night to see what type of night it’s going to be. Look for labor and Right-to-Work activists to be all in on this one.

#2 HD 47 (D+0.07) Bayse COMPETITIVE

This race will be typical of recent Boone County races that are very competitive and very expensive. Rep. Basye was elected in a 51 percent to 49 percent election in what had to be considered an upset over someone who many viewed as a rising star in the Democratic Party in former Rep. John Wright. Wright raised money from around the country and put tons of his own into his race. Bayse won in an amazing year for Republicans nationwide. The question for 2016 is will his advantage as an incumbent offset the different and typically more Democratic friendly general election electorate?

McClintic is a former teacher who has the enthusiastic backing of the teacher’s organizations. She is a top recruit in a swing district. Bayse has had a couple controversial news cycles but other than those, he has been a hard-working representative. His issue set doesn’t cut across any partisan lines. Trump isn’t likely to fare all that well here, and this race could get swept up in the heavyweight Rowden vs. Webber Senate race. The battle of Boone County continues in this extremely competitive district.

#3 HD 14 (D+2.9) Corlew COMPETITIVE

This race will be another targeted race by both parties, but look for the Republican caucus to really focus on a very popular member’s re-election. Where labor has a reason to go all in to defeat Hill in Clay County, attorneys have a reason to focus on Corlew in the adjoining district.

Martin Rucker was perhaps the best recruit of the cycle for the Democrats. His father was a state representative, he was a star football player at the University of Missouri, and he played in the NFL. He now works in construction and is set to make this a heavyweight fight. Also keep in mind that this race may have some bearing on the 2020 state Senate race where Sen. Ryan Silvey, R-Kansas City, will be term limited, and many assume rising Democratic party star Rep. Jon Carpenter will be a top contender.

#4 HD 113 (D+4.8) Shaul COMPETITIVE

The Democrats got the candidate they wanted out of the primary in Karen Settlemoir-Berg. She is a UFCW member and will be highly backed by them. UFCW rivals the Carpenters as the most politically savvy unions. The word from Jefferson County is that she is doing her doors and looks on track to have enough money to run a competitive campaign.

Rep. Dan Shaul is a good campaigner who will be fully backed by HRCC, and will also do his doors while having a typical incumbent financial advantage. As labor’s best pickup opportunity in Jefferson County, the Democrats will attempt to make the campaign about their claim that Shaul committed to be opposed to Right-to-Work but voted for it. Shaul will have the ability to run his race on his own terms, likely with support from the top of the ticket.

#5 HD 44 (R+0.03) OPEN – Rowden COMPETITIVE

This district has been competitive since it was first drawn and this year will be no different. Nothing has grated on the nerves of the liberal community in Columbia like Rep. Caleb Rowden’s electoral success. Tom Pauley has worked in the state Senate and is an alderman in Hallsville, while his opponent Cheri Reisch was the Mayor of Hallsville, and has a lengthy list of involvement in the Hallsville community.  

This race is likely to come down to HRCC and the Democrats’ Boone County coordinated campaign. That matchup has overwhelmingly favored HRCC during the Obama years, but will be a more even matchup with Rep. Stephen Webber at the helm and the president leaving office. Look for HRCC to still have an advantage, but it’s not the overwhelming one they typically have.

#6 HD 90 (R+0.06) Lavender COMPETITIVE

This is a race that the Republicans might should have made in 2014. While Rep. Deb Lavender may be a freshman she has been running for office for a decade and will knock her doors and raise money. Mark Milton is a top recruit for the Republicans who might have been the frontrunner in 2014.

Rep. Lavender owns a physical therapy company in West County and won’t be outworked. She does have the snafu on the House floor surrounding a gun bill, but Republicans will have to work hard to explain that to voters. While Milton is a rising star in the Republican Party who is an attorney with experience working in the federal government.n He now works with Husch Blackwell. There are some questions as to how this district will respond to Donald Trump and if a Republican incumbent can win here in a presidential year. However, big names in the Republican party are committed to this race and the one sure thing is that this will be a very very expensive race for both sides.

#7 HD 94 (D+2.5) Brown COMPETITIVE

Everyone knows that this seat seems to flip every two years between the incumbent representative and the former representative. The differences this time would be 1) that Trump likely out performs McCain and Romney in the district; 2) Sen.Scott Sifton will be running all out as an incumbent; and 3) the name ID between the two has to be somewhat equal after both have served two terms. HRCC will be committed to their incumbent while the Democrats need this seat to be competitive. Operatives in both parties say it will likely come down to whether the candidates themselves hit their doors.

#8 HD 112 (D+2.2) Vescovo COMPETITIVE

This is a rematch of a 60 percent to 40 percent win for Rep. Rob Vescovo from 2014. Bob Butler and Democrats are hoping that Vescovo’s support of Right-to-Work laws, Pres. Obama leaving office, and a presidential year electorate more favorable to Democrats will all combine to make up the difference this year.

Vescovo has become a darling of Right-to-Work supporters and they have filled his coffers and put him in a solid position to be re-elected. Butler is an attorney in Jefferson County who has filed a suit to remove Vescovo from the ballot over unpaid taxes. The likely outcome is that Vescovo settles the matter and stays on the ballot, but Butler has a good issue to use on the campaign trail. Some are questioning if Jefferson County is really this red, but Donald Trump at the top of the ticket may show that it is. If Butler wins this race, then it will show that House Democrats are getting it together.

#9 HD 68 (D+15.9) English COMPETITIVE

Nothing is ever boring with Rep. English and his re-election has not disappointed. After voting for the tax cut he became an independent and seemed unlikely to run for re-election. However after a primary in which Bert Atkins, the former representative that he defeated, was beat he changed his mind and is on the ballot again as an independent. Look for him to have a lot of traditional Democratic support and for his name ID to make this a tight race.

Jay Mosley is a top candidate who defeated a former legislator in the primary, and has tied his campaign to that of now County Councilor Rochelle Walton-Gray and the Gray family, who are a big force in North County politics. It will be an interesting race where English will have to get voters who typically vote heavily Democratic to stop and vote for an independent, and Mosley will look to ride a wave of Democratic support in the district to a win. Without a doubt it will be one to watch.

#10 HD 117 (D+4.7) OPEN – Black COMPETITIVE

This race will be very interesting as the Republicans have never won this district, but it is the last remaining seat in the 8th Congressional District that can be said about. Rep. Linda Black switched parties following the 2014 election and there will be a competitive race to replace her.

Travis Barnes is an ironworker and the head of the labor club. North St. Francois County is a competitive area, and he has convinced both the party and union leaders that he is a serious candidate. Steve Henderson is an assistant school superintendent with North St. Francois County Schools and is campaigning with the assistance of Rep. Kevin Engler. The race will be close but with both candidates being pro-labor, Henderson may have a marginal lead out of the gate.

#11 HD 65 (D+0.03) OPEN – Zerr COMPETITIVE

The race to replace Rep. Anne Zerr is fought in a competitive district that was shaped in large part in the primary as Tom Hannegan defeated a more conservative primary challenger and now starts the race as the likely favorite in a very swing district. Tom Hannegan is a top tier candidate who is a magazine publisher and realtor in St. Charles. He could be a very effective legislator who will likely be able to raise a good deal of money.

Kenny Biermann is a former legislator who served one term winning in 2008, and is currently on the school board. He is a good candidate in a district where he could be competitive, if this race is still tightly contested by the end of October, it could mean that it is a good year for Democrats.

#12 HD 135 (R+1.9) OPEN – Hough COMPETITIVE

Rep. Lincoln Hough won this very competitive district where many people thought that he was one of the only Republicans who could win. This race will be ultra competitive once again with two top candidates battling over one of the rare battleground districts in southwest Missouri.

Steve Helms is in the insurance industry, a veteran and the former Greene County Circuit Clerk. He has Capitol experience and with his background and the superior Republican party infrastructure in southwest Missouri, he is likely the marginal frontrunner out of the gate.

Randy Alberhasky is a successful plaintiffs attorney in Springfield who has a lengthy history of community involvement, although it’s his first run for office. He will raise enough money to make this competitive and has the chance to make this a tight race.

#13 HD 149 Rone (D+3.5) –  COMPETITIVE

Rep. Don Rone’s race is one that begins the cycle as competitive and is a pickup opportunity to win. We rate this as the competitive bootheel race instead of Rep. Andrew McDaniel’s in the 150th based on the fact that this seat was represented by former Rep. Steve Hodges until recently and has traditionally been Democratic. This is a seat both Koster and Trump are likely to over perform in, and therefore is unpredictable. We will keep in an eye on it to see if a competitive race actually materializes.
