PSC schedules Empire Electric rate case hearings

JEFFERSON CITY, Mo. – In the regularly scheduled Missouri Public Service Commission (PSC) agenda meeting Thursday, commissioners unanimously approved four new orders and discussed an upcoming rate case after receiving an hour long presentation from Spire, formerly known as the Laclede Group.

A complaint against Missouri American Water (MWA) brought by Calgene Leopold was dismissed after the parties settled amongst themselves. A second MWA case order was issued, moving forward their rate case.

A staff complaint against KCP&L regarding script revisions was approved, followed by the agreement and approval of a Cannon Home Association, Inc. order. The order authorizes the sewer company to increase annual sewer operating revenues by approximately $22,647, effective June 3, 2016.   

On November 16, 2015, Cannon Home Association, Inc. filed a rate case with the Public Service Commission seeking to increase annual sewer operating revenues by approximately $25,000.  The company sighted increases in plant maintenance, hiring a contract operator and an increase in the lease price of land used to apply treated sewer effluent as reasons for seeking the rate increase. 

Under the small rate case process, the PSC Staff audits the books and records of the company.  After the audit, the PSC Staff shares its audit review as well as its initial recommendation for resolution of the rate request to the Office of the Public Counsel and the company.  Based upon discussions between the PSC Staff, the Office of the Public Counsel and the company, the PSC Staff and Cannon Home Association, Inc. reached an agreement in the rate case.  

Under the agreement approved by the Commission, a residential customer using 5,300 gallons of water a month will see sewer rates increase from $44.86 a month to $63.60 a month. 

Cannon Home Association, Inc. serves approximately 110 customers in Ralls County near Perry, Missouri.

A short presentation was also given regarding manufactured housing rulemaking.

The Empire District Electric Company’s rate case hearings will begin Wednesday, June 1 at 1:00 p.m. and continue through June 10.

The next agenda meeting will be Wednesday, June 1 at 1:00 p.m.
