This Week in the PSC: August 7, 2019

JEFFERSON CITY, Mo. — It was a short and easy docket for the Missouri Public Service Commission (PSC) this week, with only two tariffs and new orders on the agenda.

The first concerned the territorial agreement between exclusive electric service areas within Daviess County. Farmers’ Electric Cooperative and the city of Gallatin sought to alter who provides services to a particular parcel of land.

The commissioners unanimously approved the addendum to the 1997 territorial agreement, under which Farmers will now provide electric service to the “Holcomb tract.” The joint applicants stated the addendum to the territorial agreement does not require the transfer of any facilities or customers between Farmers’ and Gallatin.

PSC Chair Ryan Silvery called the agreement, “efficient use of existing facilities” and Commissioner Daniel Hall noted it was “in the public interest.”

The PSC also signed off on a variance and set a procedural schedule in a case involving Kansas City Power & Light Company (KCP&L) and KCP&L Greater Missouri Operations Company (GMO).

The two companies were working on the Missouri Energy Efficiency Investment Act (MEEIA) Cycle 3 programs. KCP&L and GMO were unable to reach a resolution, and sought to have the commission re-establish a procedural schedule.

The PSC granted the two parties a variance for this year, and they will file an Integrated Resource Plan update in 2020.

“I’m in support as well,” noted Hall. “I wish there was a way to get that IRP this year… [though it] makes sense to wait a year.”

The order set an evidentiary hearing for Sept. 23-24, beginning at 9 a.m.
