This Week in the Missouri PSC: July 25, 2018

JEFFERSON CITY, Mo. – Four orders and tariffs appeared before the Missouri Public Service Commission on Wednesday.

The first dealt with a request from the PSC staff asking that the commission open a file concerning a gas incident in Kansas City in which two workers received burn injuries at a Spire-served residence.

An initial investigation by staff indicates that a contractor crew was working for Spire when natural gas was released from a pipeline, resulting in a flash fire. One of the workers was treated and released, another was transported to the hospital.

As a result of this incident, Staff recommends the Commission establish a case for purposes of receiving a report resulting from the investigation of the incident by the Commission’s Safety Engineering Department. Staff further recommended that the Commission direct that the report be filed within 180 days of the date on which the case is established. It was approved 5-0.

The commission also approved a stipulation and agreement in the first prudence review of Ameren Missouri’s Cycle 2 MEEIA program. Staff had initially called for a disallowance of about $80,000, which Ameren disagreed with. The parties agreed to a compromise with a $46,000 credit to customers, with the stipulation and agreement receiving a 5-0 vote from the commission.

In a complaint case filed by the Director of the Manufactured Homes & Modular Units Program of the PSC against a licensed manufactured home installer, Thomas Smith, the PSC approved a stipulation and agreement that contained five provisions;

First, Smith will improve his communication with the Manager regarding events that may cause more than a 30-day delay in Smith’s ability to perform installation obligations.

Second, Smith will perform future installations in a timely manner.

Third, for ten months after the approval of this agreement, the Manager will issue no more than five decals at a time to Smith.

Fourth, the Manager accepts Smith’s representation that the manufacturer will correct a bent beam deficiency within 60 days of the approval of this agreement and, if not corrected, the Manager will proceed with the complaint.

And fifth, upon proof of the correction of the bent beam deficiency, the Manager will dismiss this complaint.

It was approved 5-0.

The final order of the day dealt with a complaint filed by Missouri Propane Gas Association against Summit Natural Gas, and it set a procedural schedule with a hearing scheduled to begin on January 15, 2019.

The commission is not expected to meet next week but will revisit it next week if any time-sensitive orders arise.
