INFRA grant triggers $301 million in state bonding for other projects
Missouri has been awarded more than $81 million from the federal government to replace the Rocheport Bridge — which triggers more than $300 million in state bonding to repair or replace hundreds of other bridges.
On Monday, the congressional delegation in the Show-Me State announced that the Missouri Department of Transportation (MoDOT) will receive an $81.2 million Infrastructure For Rebuilding America (INFRA) grant from the U.S. Department of Transportation to replace the I-70 Missouri River Bridge at Rocheport.
The $240 million project will be paid for by a combination of local, state, and federal funds — the exact funding details are still being worked out. MoDOT officials said the grant will enable them to begin the environmental assessment and design for the new bridge, with construction likely to begin in 2021.
The plan is to replace the existing four-lane structure with a six-lane bridge built just to the south of the current location, as well as reconstruct the Route BB interchange east of the bridge. The existing bridge, built in 1960, will continue to be used during construction.
“The Rocheport bridge has long been in need of repair, and we’re thrilled that we now have the funds to complete this critical project and trigger our bold transportation plan,” Gov. Mike Parson said in a statement. “Transportation drives our economy, and replacing the bridge is a major step toward maintaining our highway system and ensuring we have the framework for access and expansion in the future.”

It wouldn’t have been possible without his advocacy and his influence,” Senate Majority Floor Leader Caleb Rowden, a Republican from Columbia, told The Missouri Times. “A big win!”
The INFRA grant will also trigger $301 million in state bonding.
“The impact is multiplied with $300 million in state bonding for our roads and bridges,” Republican House Speaker Elijah Haahr told The Missouri Times. “This is a huge win for all Missourians and a bold investment in our state’s future.”
The bonding, approved by the General Assembly this year, will be repaid out of the general revenue over a seven year period. It’s predicted to cost about $46 million per year and includes an additional $50 million allocated from the general revenue to “jump start” the projects.
About 215 bridges across the state will either be repaired or replaced with the bonding funds. Proponents of the plan noted this will free up the $301 million that was already committed to these bridge projects in the Statewide Transportation Improvement Program to enable other high-priority transportation needs across the state.
“I want to thank Governor Parson for his leadership and commitment to Missouri’s infrastructure needs,” MoDOT Director Patrick McKenna said in a statement. “This could not have happened without his determination and unwavering support of infrastructure investment.”
